Job Summary: This position will work collaboratively with Division personnel, supervisors, school administrators, teachers, central office personnel, and state officials to oversee the total preschool program in PWCS, including Virginia Preschool Initiative (VPI), Head Start, and Early Childhood Special Education (ECSE) with an emphasis on integration and inclusion. This role involves leadership, staff management, curriculum development, fiscal management, and program evaluation. This position works under the director of the Associate Superintendent for Special Education and Early Intervention. Essential Responsibilities Specific to this Job: Develops and implements a comprehensive and inclusive preschool program that aligns with early childhood education curriculum standards and best practices to meet the needs of today's learners and families. Serves as the leadership point of contact for preschool programs and engages with school leaders with a focus on developing capacity around program quality, learning outcomes, and Kindergarten readiness. Identifies, creates, implements, and monitors Preschool documents, forms, and services are of high quality, effective, and in compliance with all laws. Makes routine visits to schools to provide input and give feedback to school staff about best practices. Provides leadership on issues related to Preschool programs for teachers, central and level office instructional and administrative personnel, parents, community members, and outside agencies. Provides ongoing enrollment projections and forecasts regarding growth, expansion, and refinement of programs supervised to include budget, staffing, and long-term planning needs. Supervises and conducts personnel administration duties, including hiring, evaluating, assigning special tasks, monitoring attendance and travel reports, and granting leave. Represents the Preschool program within PWCS and the broader community, advocating for the importance of early childhood education. Works consistently with supervisors and administrative coordinators to monitor the instructional delivery and student learning data results for participating students. Represents PWCS on local, state, and regional advisory committees. Assumes accountability of all federal, state, and local funds allocated for students in these programs. Compiles all reports and financial documents necessary for administration of preschool programs for the state and federal agencies responsible for planning of federal grants. Maintains a budget to support curriculum development and professional growth for preschool teachers and administrators, as well as monitoring and tracking expenditures of state and federally funded projects for accuracy and compliance; monitors and tracks budgets for programs. Conducts research to assist in determining the appropriateness and success of Preschool programs and services. Plans appropriate professional learning activities for staff who work directly with preschool students and for division leaders, and campus leaders, to promote expected knowledge, skills, and habits of mind. Responsible for meeting state indicators for preschool programs. Leads departmental efforts that target continuous improvement in services provided in preschool settings. Collaborates with facilities planning, design and construction, transportation, budget, finance, and human resources to support operations necessary for high quality preschool programming. Plans and organizes departmental meetings, communications, and new teacher and TA induction. Collaborates and establishes partnerships with community agencies, to include requirements for children transitioning from Part C of the Individuals with Disabilities Education Act. Master's degree required. Preferred degree areas include: supervision, administration, early childhood education, curriculum, evaluation of instruction, basic business, psychology and school law. Must hold or be eligible for a post-graduate professional educator license from the Commonwealth of Virginia with an endorsement in administration and supervision. Minimum of three years teacher experience required. Administrative or supervisory experience in a school district required. Experience with both general education preschool and early childhood special education strongly preferred. Work experience with Virginia Regulations Governing Special Education and applications to preschool strongly preferred. Knowledge, Skills, Abilities, and Behaviors: Knowledge of principles and practices of public school administration, administrative methods and techniques, and trends in public school education. Ability to direct and coordinate the activities of the local school district. Ability to plan and supervise the work of others. Ability to speak and write effectively, and to develop effective working relationships with community and governmental leaders, staff, and general public.
