CMCS is seeking a dynamic and experienced Director of Procurement to lead our procurement and materials management operations with precision, integrity, and innovation.

As the Director of Procurement, you'll be the driving force behind CMCS's procurement strategy-ensuring that every contract, vendor relationship, and purchasing decision aligns with our mission to serve the community. You'll oversee all aspects of procurement, from competitive bidding and RFPs to contract administration and vendor performance. You'll also serve as the Office Administrator for our Corporate Headquarters, managing key operational functions.

This is a high-impact leadership role that requires deep expertise, sharp analytical skills, and a collaborative spirit.

This job is considered hybrid, with a combination of work on-site in our Valhalla, NY office (Westchester County) as well as the opportunity for some remote work, depending on department and/or organization needs.

Position Responsibilities:

  • Leading complex procurements using CSBs, RFPs, sole source, and negotiated methods
  • Conducting market research and stakeholder meetings to define procurement needs
  • Managing vendor outreach, pre-bid meetings, and proposal evaluations
  • Drafting and negotiating contracts that deliver optimal value
  • Ensuring compliance with federal, state, and city procurement regulations
  • Administering contracts and monitoring vendor performance
  • Identifying cost-saving opportunities and driving process improvements
  • Training staff on procurement policies and systems
  • Serving as Systems Administrator for our electronic purchasing platform
  • Managing corporate office operations including cell phone inventory and building liaison duties

Education & Experience:

  • A minimum of 5 years leadership procurement experience
  • Bachelor's Degree in Business Administration, Finance, Accounting or comparable
  • Thorough knowledge of procurement practices, principles, contract law; strong analytical skills
  • Ability to handle multiple contract requests concurrently and on an ongoing basis
  • Ability to manage a large workload within tight time constraints and competing priorities
  • Ability to work independently in a fast-paced environment and addressing issues as they arise
  • Strong written and verbal communication and negotiation skills
  • Knowledge of Federal, New York State and City procurement guidelines
  • Bilingual in Spanish a plus

  • High level of proficiency in Microsoft applications, ADP and Google Docs
