GENERAL DESCRIPTION:
The purpose of this position is to manage the development and maintenance of all city parks and open spaces; development and implementation of various recreational and community programming activities; and maintenance and rentals at the Rolling Hills Conference Center. This position is directly responsible for the leadership and management of the Parks and Recreation Department.
ESSENTIAL DUTIES:
1. Plans, coordinates, and oversees daily operations and activities of the Parks and Recreation Department; supervises and evaluates personnel; directs and monitors work activities to ensure safe work practices, work quality, and accuracy; ensures compliance with applicable rules, policies, and procedures.
2. Consults with the Mayor and other departments; makes recommendations regarding City projects, programs, and policies; develops and implements short-term and long-term plans; develops goals and objectives.
3. Oversees all maintenance programs and activities in the park system and Rolling Hills; performs maintenance work as needed.
4. Oversees all recreation, programming, and special event activities; assists with planning, set-up and clean-up activities as needed.
5. Promotes department activities and events throughout the community; updates marketing materials and social media accounts as needed.
6. Prepares plans and specifications for capital improvement projects involving city parks and facilities.
7. Oversees bid processes for the Parks and Recreation Department; prepares bid documents, reviews bids received, and awards bids in compliance with state bid laws.
8. Ensures maintenance of departmental records in compliance with city, state, and federal recordkeeping requirements.
9. Prepares department budget; monitors and approves department expenditures.
10. Operates tractors, mowers, hand operated equipment and specialized turf care equipment as needed.
11. Serves as a liaison between city officials, city departments, department personnel, local businesses, community groups, sports leagues, contractors, and other related agencies, boards, commissions, or groups regarding departmental activities; attends meetings and presents information as needed.
12. Communicates with the public concerning problems, complaints, or emergency situations related to department activities.
13. Communicates with subordinates, other departments, city officials, community groups, vendors/suppliers, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
14. Attends City Council meetings as needed.
15. Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations and best practices; reads professional literature and maintains professional affiliations.

KNOWLEDGE, SKILLS, AND ABILITIES: • Knowledge of recreation programming principles and best practices • Knowledge of park design, development, and maintenance principles and techniques • Knowledge of department and city policies and procedures, and relevant federal, state, and local laws and regulations • Knowledge of management and budgeting principles and practices • Knowledge of the techniques, methods, and practices for the application of pesticides and herbicides including knowledge of state and federal regulations • Knowledge of irrigation systems and parts • Knowledge of the layout of the City • Knowledge of computers and other job-related software programs • Knowledge of safety equipment and standards including playground safety standards • Skill in managing recreation programs • Skill in planning and executing large-scale special events • Skill in prioritizing and managing multiple projects • Skill in oral and written communications • Skill in developing short and long-term plans • Ability to plan and supervise the work of others • Ability to read blueprints and schematic drawings • Ability to work under pressure and meet deadlines while managing multiple projects • Ability to think critically and solve complex problems • Ability to exercise sound judgment within the scope of responsibility • Ability to establish and maintain effective working relationships with co-workers, supervisors, and the public • Must be able to be on-call and respond to emergency situations including nights and weekends • Must be able to meet regular attendance requirements • Must be able to drive to assigned locations
MINIMUM QUALIFICATIONS:
Bachelor's degree in Recreation, Physical Education, Communication, Turf Grass Management or a related field; five (5) years' experience in parks and recreation including supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Designation as a Certified Park and Recreation Professional or Executive (CPRP or CPRE) is preferred. Must possess and maintain a valid Alabama driver license.
ESSENTIAL PHYSICAL REQUIREMENTS:
The physical activities required for this position involve: Frequent sitting, standing, walking, talking, hearing, reaching above and below should level, stooping, crouching, kneeling, climbing.
This position requires lifting: Up to 50 pounds frequently; up to 100 pounds occasionally.
This position has the following special vision requirements: Close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
ENVIRONMENTAL WORKING CONDITIONS:
The following environmental conditions and hazards may be encountered while working in this position: Extreme heat and cold, outdoor weather conditions, vibration, loud noise. This position is required to occasionally work in close proximity to moving machinery/equipment.
