This position provides leadership and direction regarding HR functions, including performance management, recruitment, benefits administration and counseling, compensation and position evaluation, organizational and employee development, records management, position budgeting, employee relations, FMLA, workers' compensation, and human resources information systems. The Human Resources Director  is responsible for short- and long-term planning of the agency's HR function and is involved in executing HR initiatives. Maturity, sound judgment, and a willingness to help others are essential to this position. PRIMARY DUTIES: Oversee day-to-day operations of the agency’s human resources function. Provide leadership and direction for the agency and its employees regarding personnel matters, including recruitment and selection activities, position classification and compensation, organizational development and training, payroll and record keeping, and employee relations. Lead staff in key HR functional areas to optimize operational efficiencies and service delivery Lead and manage agency recruitment strategies, analyze recruitment metrics through data analysis, provide guidance and training to hiring managers on best practices in interviewing, candidate evaluation, and compliance with employment laws and state and agency policies, develop and implement innovative recruitment initiatives. Manage agency performance management process, providing training, feedback, and guidance to supervisors regarding performance management practices. Conduct investigations, counsel employees and supervisors regarding disciplinary and grievance procedures by providing information on personnel policies and regulations, and recommending a plan of action. Develop and recommend personnel policies, practices, and procedures by reviewing and analyzing reports, applicable regulations, professional literature, and statistical data concerning all aspects of personnel administration. Identify agency training needs related to supervisory and leadership development and regulatory compliance, including harassment prevention, ethics, and other related compliance issues, coordinate delivery of training, and track training completion for compliance-related issues. Provide current and prospective employees with information about policies, job duties, working conditions, wages, benefits, and training. Ensure consistent and equitable application of personnel policies and government regulations by advising managers about applicable policies and regulations and enforcing the personnel rules and regulations of the State and agency. Serve as the agency‘s designated EEO and ADA coordinator. Serve as agency liaison to the Department of Administration, Division of Personnel Services, and other agencies and entities on matters related to human resources. Minimum Qualifications Bachelor's Degree in human resources management, business administration, or public administration A minimum of four (4) years of managerial experience in human resources to include the following:Employee Relations (including conducting workplace investigations)Classification/CompensationFMLARecruitment/RetentionBenefits AdministrationOrganizational and Talent DevelopmentExperience with policy and procedure developmentEEO/ADA coordination Strong proficiency with Microsoft Office Must have a valid driver's license to operate a state vehicle, private vehicle, or rental vehicle for the benefit of the State. Preferred Qualifications Master's Degree in human resources management, business administration, or public administration SHRM-CP or PHR certification strongly preferred Experience working with SHARP Post-Offer, Pre-employment Requirements As a condition of employment, candidate(s) are subject to a pre-employment screening process which includes a fingerprint and name-based criminal history records check and reference/background check of past and present employers. The pre-employment screening process will be waived for current OAG personnel who have previously completed the screening requirements. In this position, you would be authorized access to private information to the extent necessary to perform the assigned duties. Employees of the OAG are required to protect against unauthorized access to such information, ensure the security and privacy of such information, and disclose any anticipated threats or hazards to such information. Employees must be cautious not to release this information to the public or other individuals, including but not limited to OAG employees who have not been authorized or who do not have a legitimate organizational, departmental, or business need to know. Any questions regarding releasing such information to another person should be directed to the employee’s supervisor. State of Kansas Tax Clearance Certificate. A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the Office of Kansas Attorney General. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.
