This position is eligible for annual cost-of-living adjustments and pay-for-performance bonuses up to 25% of base salary. The Montgomery County Employee Retirement Plans, located in Rockville, MD, seek an experienced investment executive to lead their retirement investment programs managing assets of nearly $10 billion. The ED/CIO oversees investment programs for the Retirement Plans and the Consolidated Retiree Health Benefits Trust, reporting to the County’s CAO. The role involves strategic oversight, policy implementation, manager evaluation, and stakeholder communication. Key Responsibilities: Implement investment policies effectively to meet objectives. Safeguard assets with appropriate controls. Present strategic direction to the Boards and coordinate with investment consultants. Integrate ESG and DEI policies into investment decisions. Monitor and evaluate investment managers. Negotiate contracts and oversee day-to-day operations of the investment office. Maintain relationships with stakeholders. Minimum Qualifications: Bachelor’s degree in finance, economics, or related field. At least 7 years of relevant institutional investment experience. Minimum 3 years of supervisory experience. Preferred Qualifications: Advanced degree and professional certifications (CFA, CAIA). Experience with private markets, ESG, DEI, and managing trust or endowment funds.
