This position is also eligible for annual cost-of-living adjustments as well as annual pay-for-performance bonuses of up to 25 percent of their base salary. MONTGOMERY COUNTY EMPLOYEE RETIREMENT PLANS Montgomery County Employee Retirement Plans, located in Rockville, MD, is seeking an experienced investment executive to lead the County’s retirement investment programs with assets of nearly $10 billion. The Executive Director/Chief Investment Officer (ED/CIO) oversees the investment programs for the retirement plans and the Consolidated Retiree Health Benefits Trust (Health Benefits Trust). The ED/CIO reports to the County’s Chief Administrative Officer (CAO) and works with the Montgomery County Board of Investment Trustees and the Health Benefits Trust Board, which have fiduciary responsibilities over the assets. The ED/CIO, leading a team of nine, is responsible for overseeing the County’s retirement investment programs, ensuring policies are implemented effectively, monitoring investment managers, and maintaining strong relationships with stakeholders. Responsibilities include: Implementing investment policies efficiently to meet objectives. Providing controls to safeguard assets. Presenting strategic investment directions to the Boards. Ensuring ESG and DEI policies are integrated into investment decisions. Monitoring and evaluating investment managers. Collaborating with investment consultants on strategy development. Negotiating contracts with managers and service providers. Overseeing daily operations and budget of the investment office. Maintaining effective relationships with all stakeholders. ********************************************************************************************************************************* Qualifications and Experience The ideal candidate is an accomplished investor with broad asset class knowledge, a strong track record of risk-adjusted returns, and deep understanding of global economics, capital markets, and institutional investing principles. Requirements: Bachelor’s degree in finance, accounting, economics, or related fields. Minimum seven (7) years of relevant institutional investment experience. At least three (3) years of supervisory experience. Preferred qualifications include an advanced degree, CFA or CAIA certification, experience negotiating complex contracts, knowledge of private markets, ESG and DEI factors, and experience managing trust or retirement assets.
