Full Time - Human Resources Director
Job Summary

Under the direction of the City Manager this is a highly confidential position which exists to oversee the day-to-day operations of the City of Bay City Department of Human Resources.
Responsible for supervising, planning, organizing, and directing the activities of the City of Bay City Department of Human Resources. Oversees the employment process; training activities; employee benefits, workers' compensation, salary, healthcare, and pension administration; labor relations and negotiations; employee safety; and other projects assigned.
Illustrative Job Duties and Responsibilities
As a Department Director and supervisor of other employees, this position is responsible for ensuring that employees have the skills and training necessary to successfully complete their job requirements and meet/exceed the expectations and requirements of the City. You must be able to clearly communicate these expectations to direct reports, provide the tools and training and ensure that all employees are knowledgeable of and comply with all City Policies and Procedures, including Health and Safety. Accountable and evaluated on departmental goals and objectives as set by City Manager. The position shall ensure that all subordinate personnel are held accountable for all assigned job duties and responsibilities by conducting regular performance evaluations.

Demonstrate fair and professional Leadership.
Ensure compliance to department general orders, rules and regulations and Directives.
Prepares departmental budget and maintains budgetary controls; maintains necessary financial and operating records and prepares Manages and oversees the implementation of the approved annual budget ensuring compliance with the established policies and procedures.
Plan and coordinate the desired goals of the City Manager and monitor employee participation.
Undertakes assigned projects and special reports as assigned by the City Manager.
Attend public meetings regarding human resources related matters; discuss and explain matters as they relate to human resources.
Maintain effective labor relations with unionized employees; conduct collective bargaining.
Maintain a positive and cooperative working relationship with other departmental work units, other city departments and other public and private entities.
Effectively manage departmental operations, including creating a work environment which continually delivers the maximum level of employee productivity while providing employees and the public with the highest level of customer service.
Maintain an effective communication system providing employees with necessary information about the department and City, thereby enabling the highest level of job performance.
Confers with and advises subordinates on major work projects; reviews work schedules, project requirements and establishes work priorities and procedures; reviews personnel and organization problems and needs.
Oversees employee benefit program responsibilities by directing the administration of the group health insurance and life insurance plans, employee wellness, health care savings plan (HSA), COBRA, HIPAA and FMLA.
Plans for and implements a personal strategy for professional developments in conjunction with the City Manager's direction and feedback.
Serves as HIPAA Compliance Officer and ADA Coordinator.
Works directly with division directors and department managers to assist them in carrying out their responsibilities on personnel matters including but not limited to hiring, promoting, training, evaluating, and disciplining.
Maintains compliance with federal and state regulations concerning employment law.
Serves as Equal Employment Opportunity (EEO) Officer for the City.
Recommends, evaluates, and participates in staff development; administers classification programs, which include classifying/reclassifying positions and writing job descriptions.
Oversees the employment and applicant tracking process including recruitment, processing of employment resumes/applications, conducting interviews and reference checks, and coordinating/assisting departments with selection.
Monitors unemployment and workers' compensation claims and assists with the appeal process.
Responsible for and assists management with labor relations issues including contract interpretation.
Coordinates and attends grievance, mediation, and arbitration Proposes, publishes, and administers personnel policies/procedures and enforces compliance.
Conduct wage and salary surveys and oversees the City's compensation schedules. Interprets union contract language, city policies, and rules/regulations in response to inquiries from other departments.
Assist the City Manager if needed on any employment litigation pending against the city, evaluate claims, conduct internal investigations, respond to EEOC charges and advise City staff in handling of claims; attend or provide representation of organization at personnel related hearings and investigations.
Plan coordinator for the City's defined benefit pension plan, defined contribution pension plan and deferred compensation plans.
Monitors workers' compensation claims and makes recommendations to the Third-Party Administrator.
Oversee the maintenance of the Human Resources Information System records for active and inactive employees and organizational charts.
Prepares, recommends, and maintains records and procedures for controlling personnel transactions and reporting personnel data.
Responds to requests from other departments and the public for information including questionnaires, compiling data from files, and verifying employment.
Recommends new approaches, policies, and procedures to effect continual improvements in the efficiency of department and services performed.
Negotiating collective bargaining agreements and drafting proposed contract language.
Processes confidential matters including sensitive personnel transactions.
Acts as the Human Relations Committee liaison for the city.
Performs related work as required.
Qualifications

Knowledge
Extensive knowledge of the principles and practices of personnel management.
Extensive knowledge of collective bargaining practices.
Experience in working with public sector unions and public sector labor laws, rules, and regulations.
Experience in conducting, reviewing, and supervising internal investigations with knowledge of regulations and laws governing due process rights for public sector employees.
Strong organizational and leadership skills with a thorough knowledge of Human Resources principles and practices.
Knowledge and skills in employment procedures, office and computer operation and personnel records systems.
High degree of verbal and written communication skills including report writing and public presentation skills.
Ability
The ability to work tactfully and in a positive manner with other city departments and other public and private entities.
Ability to solve problems with good communication and listening skills.
Ability to work effectively under stress and changes in work priorities.
Ability to provide leadership and management of the department through coaching, enabling, and facilitating employees working in a team environment.
Ability to work nights, weekends and holidays as needed.
Ability to plan, organize and direct the activities of human resources department servicing a large number of employees.
Ability to delegate authority and responsibility and to schedule and program work on a long- term basis.
Ability to effectively manage a city department.
The Director of Human Resources position is a non-union position.
Education and Experience
A bachelor's degree from an accredited college or university with major course work in Human Resources/Personnel/Labor Relations/or a closely related field.
Progressively responsible experience in all phases of human resources, including five years of supervisory experience.
SHRM Certification or Certification as a Professional in Human Resources (PHR).
Demonstrated labor relations skills.
