Director of Business Development Our client is currently in search of a skilled Director of Business Development to spearhead the expansion of their Medicaid-funded operations into new regions. This role, reporting directly to the President, may also take on leadership responsibilities for various departments or initiatives as required. Director of Business Development Role: Act as a key advisor to the President and senior management, offering strategic guidance on growth and expansion endeavors. Lead the formulation and execution of strategies to extend operations into new states, with a specific focus on Medicaid Self-Directed HCBS programs. Supervise all facets of proposal development, encompassing RFP analysis, preparation, submission, and alignment with compliance requirements. Conduct comprehensive market research to evaluate state readiness, competitive landscapes, and regulatory obstacles to market entry. Cultivate relationships with state Medicaid agencies, managed care organizations, and other healthcare stakeholders to advance growth initiatives. Develop financial models, feasibility reports, and business cases to assess potential markets and support executive decision-making. Oversee contract negotiations and partnerships, ensuring favorable terms and full regulatory compliance. Stay abreast of state and federal updates related to HCBS, offering insights to internal teams on the impact on service offerings. Represent the organization at external meetings, conferences, and industry events to enhance visibility and credibility in new markets. Establish KPIs to gauge the effectiveness of business development efforts and provide progress reports to the executive team. Collaborate closely with compliance leadership to ensure all activities comply with federal and state requirements for HCBS programs. Lead cross-departmental internal teams to implement new service lines, expansion projects, and operational rollouts. Identify and implement enhancements in the proposal development process, enhancing efficiency and response quality. Maintain confidentiality and adhere to all pertinent organizational, state, and federal policies and regulations. Undertake other duties as necessary to support growth and strategic business objectives. Director of Business Development Background Profile: Bachelor’s degree in Business Administration, Healthcare Administration, or a related field required; Master’s degree preferred. Minimum of 5 years in a senior-level business development or leadership role within healthcare or Medicaid-related programs. At least 3 years of experience managing RFPs, demonstrating a track record of successful proposal submissions and contract awards. Preferred experience with HCBS programs or Fiscal Management Services (2+ years ideal). Proven success in leading market expansion or service launches in new geographic regions. Strong strategic thinking ability with hands-on execution capability in a fast-paced environment. Excellent written and verbal communication skills, with strong negotiation and presentation abilities. Ability to work independently while managing cross-functional project teams towards common objectives. Proficient in Microsoft Office Suite, CRM systems, and proposal-tracking tools. Keen attention to detail with the capacity to handle multiple priorities, timelines, and compliance requirements. Typing speed of at least 35 wpm with 80% accuracy, including proficiency in spreadsheets. Willingness to travel occasionally for stakeholder meetings, conferences, and market development activities.
