What You Will Do The Director of Clinical Services, Quality & Compliance is a senior leadership position reporting to the Vice President of Clinical Affairs and is responsible for ensuring the agency’s clinical services meet the highest standards of quality, effectiveness and accountability. The Director ensures that staff are properly trained, supported, and equipped to deliver high-quality, culturally responsive care, treatment, and services to participants. They work closely with the Vice Presidents of Clinical Affairs and Program Operations, as well as the Director of Clinical Services, Professional Development, program leadership, and Human Resources departments to ensure the overall Continuous Quality Improvement program promotes the delivery of quality care, treatment and services across the agency. This position provides strategic oversight and functional leadership for quality assurance, utilization management, credentialing, scope of practice, accreditation readiness, and continuous quality improvement (CQI). Working in close collaboration with clinical leadership, the Director ensures that the agency’s documentation, clinical service delivery, and regulatory processes are accurate, consistent, and aligned with applicable laws, ethical standards, and funder expectations. The Director represents the agency in external audits and accreditation activities and supervises key personnel responsible for quality, credentialing, and accreditation.
Qualifications Knowledge: Principles and practices of quality assurance, utilization management, and continuous quality improvement in community-based behavioral health settings. Requirements of federal, state, and local regulatory agencies including but not limited to DHCS, MediCal, Community Care Licensing (CCL), and The Joint Commission. Clinical documentation standards, medical necessity criteria, and managed care utilization review practices for all funders and funding streams. Credentialing and scope of practice regulations relevant to licensed and non-licensed behavioral health professionals. Data-driven quality improvement methods, audit tools, and compliance tracking systems. Behavioral health service delivery systems, funding streams, and the impact of documentation on reimbursement. Behavioral health principles, evidence-based practices, and research of trends and changes for mental health and developmental conditions in children, adolescents or young adults, including neurodiversity. Strong diagnostic and treatment approaches Crisis management and working with complex disorders. Legal and ethical standards of licensed mental/behavioral health professionals Team management and leadership skills to support agency culture, values, and retention. The principles of justice, equity, diversity, and inclusion, and experience in addressing systemic disparities in the workplace and in behavioral health.
Ability: Design, implement, and oversee systems for quality assurance, utilization management, and regulatory compliance across diverse programs. Analyze service utilization and documentation data to identify trends and make actionable recommendations. Lead cross-functional teams and supervise professional staff in a collaborative and accountable manner. Interpret and apply complex regulatory and accreditation standards to clinical and operational practices. Develop and deliver effective training and technical assistance to clinical and administrative staff. Represent the agency in interactions with external reviewers, auditors, and accrediting bodies with professionalism and accuracy. Utilize effective interpersonal and problem-solving skills. Analyze situations accurately and adopt an effective course of action. Work in high pressure situations. Effectively use Microsoft Office Suite and presentation applications. Engage diverse staff and stakeholders. Assist in creating a culture of inclusivity and cultural competency for employees and participants.
Education Master’s degree from an accredited college or university in Social Work, Marriage and Family Therapy, Counseling, Psychology, or a closely related field. Post Masters training/experience in crisis management and working with complex and severe development and mental health disorders.
Experience At least five (5) years of progressively responsible experience in behavioral health or social services, including supervisory and/or leadership experience. Minimum three (3) years of experience with county-contracted community-based mental health services or Medi-Cal funded programs. Minimum three (3) years of experience leading accreditation, audit, or continuous quality improvement processes in a behavioral health organization. Minimum 3 years of experience in a treatment setting utilizing evidenced based or evidenced informed practices such as trauma and trauma-informed care, DBT, CBT, ACT or Wraparound models.
Licenses Current California issued Licensed Marriage & Family Therapist, Licensed Clinical Social Worker, Licensed Clinical Psychologist or Licensed Professional Clinical Counselor to remain active during employment. Current CA Drivers License or the ability to receive one within 10 days of hire.
