The Director of Clinical Services, Quality & Compliance is a senior leadership position reporting to the Vice President of Clinical Affairs and responsible for ensuring the agency’s clinical services meet the highest standards of quality, effectiveness and accountability. The Director ensures that staff are properly trained, supported, and equipped to deliver high-quality, culturally responsive care, treatment, and services to participants. They work closely with the Vice Presidents of Clinical Affairs and Program Operations, as well as the Director of Clinical Services, Professional Development, program leadership, and Human Resources departments to ensure the overall Continuous Quality Improvement program promotes the delivery of quality care, treatment and services across the agency. This position provides strategic oversight and functional leadership for quality assurance, utilization management, credentialing, scope of practice, accreditation readiness, and continuous quality improvement (CQI). Working in close collaboration with clinical leadership, the Director ensures that the agency’s documentation, clinical service delivery, and regulatory processes are accurate, consistent, and aligned with applicable laws, ethical standards, and funder
expectations. The Director represents the agency in external audits and accreditation activities and supervises key personnel responsible for quality, credentialing, and accreditation.
Supervision Received and Exercised
The Director of Clinical Services, Quality & Compliance reports to the Vice President of Clinical Affairs. This position exercises direct supervision over the Quality Assurance Specialist, Credentialing Specialist, and Accreditation Specialist. In addition, the Director collaborates closely with their counterpart, the Director of Clinical Services, Professional Development, as well as with Program Directors, and Clinical Supervisors. In addition, the Director provides indirect supervision and oversight to agency-wide mental
health professionals by offering guidance within their areas of responsibility, including but not limited to QA, UM and Accreditation.
Class Characteristics
The Director of Clinical Services, Quality & Compliance is a senior clinical leadership position responsible for advancing quality, accountability, and regulatory compliance across the organization’s clinicalprograms. This role is distinguished by its agency-wide scope and particular emphasis on monitoring and supporting and improving the work product of clinical/direct care staff, input on policy development and the responsibility to maintain clinical standards in alignment with licensing, accreditation and oversight bodies. The position requires deep knowledge of behavioral health systems, exceptional clinical judgment, and a commitment to culturally responsive and evidence-based care. The Director serves as a resource to programs, supports continuous quality improvement, and contributes to the professional development of staff through training and mentorship.

Quality Assurance
Oversees the agency-wide clinical documentation review process to ensure timeliness, completeness, and medical necessity in alignment with payer requirements and best practices.
Identifies patterns of risk or deficiency across programs and collaborates with clinical and program leadership to implement corrective action plans.
Establishes and maintains systems to monitor fidelity to internal documentation policies and external compliance requirements.
Supervises the Quality Assurance Specialists and guides the continuous development of internal QA protocols and workflows.
Provides and supports crisis response and consultation to programs as directed by Vice President of Clinical Affairs Continuous Quality Improvement (CQI)
Leads continuous quality improvement (CQI) efforts in collaboration with their Professional Development counterpart and program and executive leadership, using data to inform quality initiatives.
Coordinates internal readiness efforts for accreditation reviews (e.g., The Joint Commission), licensing visits (e.g., CCL, DDS, etc.), and payer audits.
serves as a key point of contact during accreditation review and audit processes, ensuring timely submission of materials and follow-up.
Develops and manages systems to track and resolve compliance findings and ensure sustainable improvement.
Participate in or lead clinical audits and case reviews to ensure documentation and service standards are met.
Promote a culture of accountability and continuous learning across clinical programs that support the agency’s workforce, learning and growth objectives and TJC standards.
Scope of Practice
Ensures clinical services are delivered within each staff member’s defined scope of practice as established by license, certification, job classification, and internal policy.
Develops and updates agency-wide Scope of Practice policies and tools in alignment with regulatory and licensing standards.
Provides guidance to supervisors and program managers when scope of practice concerns arise.
Contributes to clinical workflows and staffing models to ensure appropriate task delegation and supervision.
Training Collaboration
? Partners with the Training Department to create and/or update training related to documentation, quality assurance, and utilization management.
? Ensures direct care staff and supervisors receive timely and relevant training on documentation standards and payer requirements.
? Reviews training content for accuracy and alignment with internal policies and evolving regulatory requirements.
? Provides feedback from QA and audit findings to inform future training priorities and improve performance.
Utilization Management
Monitors service utilization across programs to ensure participants receive appropriate levels of service (‘dosage’), based on clinical need and payer expectations.
Partners with program leadership and data teams to analyze service delivery trends and address underor over-utilization.
Implements utilization management protocols to optimize clinical outcomes while maintaining payer compliance.
Supports strategies to increase service authorization approvals and reduce denials by enhancing documentation and service alignment
Credentialling
Oversees agency credentialing processes, ensuring timely and accurate credentialing and recredentialing of licensed and non-licensed staff for all payer panels and funding sources.
Supervises the Credentialing Specialist and ensures compliance with regulatory requirements.
Collaborates with the Training department to integrate credentialing requirements into onboarding and access protocols.
Oversees the development and maintenance of internal tools and calendars to ensure proactive tracking of credentialing milestones and expirations.
Collaborates with clinical leadership to develop and implement systems to ensure direct care staff are competent in the service(s) they provide.
Reporting and Data Utilization
Provides staff support to the Board’s Clinical Services and Outcomes Committee (CSOC), including data reporting and compliance updates.
Prepares presentations for the Board and Executive Team on quality metrics, compliance trends, and accreditation readiness, as assigned.
Collaborates with the Data team to support the development of reports and dashboards related to clinical quality, utilization, and compliance.
Represent Clinical Services in leadership forums and senior-level discussions, including multidisciplinary strategic planning efforts.
Contribute to the development and implementation of policies and procedures that support clinical excellence and regulatory compliance.
QUALIFICATIONS
Knowledge of:
Principles and practices of quality assurance, utilization management, and continuous quality improvement in community-based behavioral health settings.
Requirements of federal, state, and local regulatory agencies including but not limited to DHCS, MediCal, Community Care Licensing (CCL), and The Joint Commission.
Clinical documentation standards, medical necessity criteria, and managed care utilization review practices for all funders and funding streams.
Credentialing and scope of practice regulations relevant to licensed and non-licensed behavioral health professionals.
Data-driven quality improvement methods, audit tools, and compliance tracking systems.
Behavioral health service delivery systems, funding streams, and the impact of documentation on reimbursement.
Behavioral health principles, evidence-based practices, and research of trends and changes for mental health and developmental conditions in children, adolescents or young adults, including neurodiversity..
Strong diagnostic and treatment approaches
Crisis management and working with complex disorders.
Legal and ethical standards of licensed mental/behavioral health professionals

Education
Master's degree from an accredited college or university in Social Work, Marriage and Family Therapy, Counseling, Psychology, or a closely related field.
Post Masters training/experience in crisis management and working with complex and severe development and mental health disorders.
Experience
At least five (5) years of progressively responsible experience in behavioral health or social services,
including supervisory and/or leadership experience.
Minimum three (3) years of experience with county-contracted community-based mental health services or Medi-Cal funded programs.
Minimum three (3) years of experience leading accreditation, audit, or continuous quality improvement processes in a behavioral health organization.
Minimum 3 years of experience in a treatment setting utilizing evidenced based or evidenced informed practices such as trauma and trauma-informed care, DBT, CBT, ACT or Wraparound models.
Licenses
Current California issued Licensed Marriage & Family Therapist, Licensed Clinical Social Worker,
Licensed Clinical Psychologist or Licensed Professional Clinical Counselor to remain active during employment.
Current CA Driver’s License or the ability to receive one withing 10 days of hire.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information.
