Duties & Responsibilities
Under general supervision of an operational director, directs, administers and coordinates the systematic review and evaluation of operational activities of health care setting programs across the System to ensure optimal utilization of human and material resources. Prepares recommendations and plans for effective utilization, implementation and coordination of operating and support staff activities and the System’s strategic goals and objectives.
Examples of Typical Tasks:
1. Plans, develops and designs appropriate mechanisms for organizational program review and evaluation of operating activities and resource utilization.
2. Directs evaluation studies and program audits by monitoring operating activities through on-site visits, data analysis and reporting and communicating with local health care setting and Central Office staff.
3. Investigates operational inefficiencies and issues and obtains relevant data regarding the nature and scope of these problems through visiting Executive Directors/Chief Executive Officers (CEOs) and other health care setting and Central Office staff.
4. Makes recommendations for resolving operating problems and escalates to or liaises with appropriate Central Office departments to facilitate solutions.
5. Participates in resolution of operational problems or those emerging in the implementation of new plans and programs by working with the various operational and central units to develop appropriate action(s) and disposition(s).
6. Follows-up with health care settings regarding implementation activities by Central Office to ensure timely and effective response actions.
7. Maintains liaison between operational units, health care settings and Central Office support services in expediting the implementation of operational improvements to maximize efficiency.
8. Represents the System at meetings with other agencies of the City, State and Federal government, and with outside organizations and entities.
9. Administers special programs and activities, as directed.
10. Serves as on-call duty officer for operational issues on nights, weekends and holidays.
11. Prepares comprehensive reports in conjunction with the above responsibilities.
12. Performs related duties, as directed.
Minimum Qualifications
1. Master’s degree from an accredited college or university in Hospital, Health, Public or Business Administration, Healthcare Management, Public Health or a related discipline; and four (4) years of full-time, paid progressively responsible experience in hospital administration with an emphasis on the development and evaluation of health care delivery services; or
2. Bachelor’s degree from an accredited college or university in disciplines, as listed in #1 above; and five (5) years of full-time, paid experience, as described in #1 above.
