Duties & Responsibilities
Purpose of Position:
Under direction of the Director, Department of Nursing, or designee, participates in planning, organizing, directing, coordinating and evaluating the nursing service and nursing education program of a hospital, hospital center or diagnostic and treatment center. Performs related work.
Examples of Typical Tasks:
1. Performs all duties of the Director of Nursing in his or her absence.
2. Participates in developing philosophy, objectives, policies and standards of nursing service and education.
3. Assumes responsibility for developing and implementing a staffing plan and directing recruitment and selection of personnel.
4. Develops, plans, coordinates, directs and evaluates assigned projects and programs.
5. Assists the Director in preparation of personnel, supply and equipment budgets for nursing.
6. Assumes responsibility for planning, directing, organizing and evaluating programs of orientation, training and continuing education for nursing personnel.
7. Assumes responsibility for directing the evaluation of personnel performance.
8. Participates in developing and maintaining sound relationships with community, labor and professional groups in developing new nursing programs and policies.
9. Assumes responsibility of day-to-day operations of nursing service.
10. Assesses nursing services by making rounds, conducting chart review and evaluating patient care.
11. Participates in a system of continuing evaluation of nursing service.
12. Participates in implementing an effective system of clinical and administrative nursing records and reports.
13. Updates and maintains required manuals. Participates in research projects as applicable.
14. Participates in operating and procedural committees as assigned.
Minimum Qualifications
1. Licensed and currently registered to practice as a Professional Nurse in New York State, plus (2) or (3) below.
2. A Masters Degree in Nursing Administration, Education or an equivalent field and a minimum of six years of satisfactory nursing experience, of which four years shall have been in a supervisory, teaching or administrative capacity; or,
3. A Baccalaureate Degree in Nursing and seven years of satisfactory nursing experience, five years of which shall have been in a supervisory or teaching capacity; or,
4. A satisfactory equivalent combination of education and experience. However, all candidates must be licensed and currently registered to practice as a Professional Nurse in New York State.
Department Preferences
Strong understanding of inpatient discharge readiness, post-acute eligibility (SAR, LTC, CHHA, hospice), and appropriate level-of-care determinations.
Familiarity with payor authorization processes, benefit structures, and common denial reasons. Understanding of medical necessity standards and coverage criteria for complex patients.
Working knowledge of SNFs, CHHAs, LHCSAs, hospice, and specialty post-acute vendors and how they intersect with hospital discharge planning.
Basic understanding of hospital payment mechanics, including concepts such as DRGs, levels of care, and documentation’s role in financial outcomes.
Knowledge of EHR-based discharge workflows and knowledge of smart phrases, templates, and utilization tracking tools.
Awareness of health disparities and structural barriers impacting discharge delays, with a commitment to equitable and patient-centered care planning.
Understanding of hospital-based team dynamics and ability to collaborate with physicians, care managers, social workers, and leadership to resolve complex cases.
Familiarity with core QI methodologies (e.g., driver diagrams, PDSA cycles, process mapping), and how to apply them to improve discharge planning and reduce ALC days.
Experience participating in or supporting training programs, particularly related to care coordination, documentation, or regulatory compliance.
Strong written and verbal communication skills, with the ability to translate complex clinical concepts into actionable recommendations.
Strong clinical reasoning and systems thinking to support creative problem-solving and individualized care planning.
Demonstrated ability to lead interdisciplinary discussions and engage payors, providers, and leadership to resolve discharge barriers.
Skilled at identifying workflow challenges, conducting root cause analysis, and co-developing sustainable solutions.
Clinical informatics and collaborating with EHR teams to refine documentation tools that support discharge planning and care coordination.
Skilled in interpreting medical records and benefit criteria to support appropriate utilization and discharge readiness.
Comfortable presenting regulatory or clinical content in a training or consultative capacity to diverse stakeholders.
Proficient in interpreting and using data to guide quality improvement, operational strategy, and performance monitoring.
Adaptable and solutions-oriented, with the ability to navigate complex systems and evolving programmatic needs.
At least four (4) years of high-level responsible experience in nursing administration, three (3) years of which must have been in a hospital
