GENERAL SUMMARY:
Assists in planning, organizing, managing, and providing direction and oversight for all functions and activities of the Transportation Department, which includes the planning, direction, and organization of the department and its designated functions in providing safe, reliable, efficient, and professional service to the public; manages and oversees tactical level planning related to strategic plans and policies; and develops operational goals and is expected to facilitate and coordinate activities with other departments as well as outside agencies. This position will support a safety and customer service culture through programs, procedures, and other related work to achieve TARC's mission and strategic outcomes. The position is responsible for meeting or exceeding all TARC policies and procedures with strict adherence to all local, state, and federal regulations; and performing related duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Assists in managing and participating in the development and implementation of goals, objectives, policies, and priorities for assigned functions and programs, such as mobility operations and service delivery models.
Manages and organizes necessary activities, programs, and objectives to meet and evaluate department goals.
Responsible for safety and on-time performance of bus operations.
Develops and recommends new and revised policies, programs, goals, and objectives; establishes priorities and directs, with department managers, the preparation of the department's strategic plans, programs, and outcome reporting; establishes processes to evaluate department operations for effectiveness and efficiency and develops effective management programs and systems for assigned areas of responsibility.
Responds to difficult and sensitive public inquiries and complaints and assist with resolutions and alternative recommendations.
Recommends the appointment of personnel; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures as requested; maintains discipline and high standards necessary for the efficient and professional operation of the department.
Assists in the overall direction and management of the department, including managing and participating in the development and administration of the department's annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
Serves as a trouble-shooter through continuous analysis of departmental needs.
Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects to the Board of Directors and the Executive Director, as assigned by the Director of Transportation.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of transportation.
Acts as the Director of Transportation on a relief basis.
Performs other job-related duties as requested.
MINIMUM EDUCATION AND EXPERIENCE: Bachelor's degree in degree from an accredited four-year college or university with major coursework in transportation or a closely related field; and
Five (5) years of professional-level experience in managing a large transportation department or equivalent, including two (2) years of supervisory or management experience in transportation.
Experience in transit, transit planning, Federal Transit Administration compliance, and transit civil rights requirements is highly desirable.
Possession of, or ability to obtain, a valid Kentucky or Indiana Driver's License by the time of appointment and a satisfactory driving record.
Note: An equivalent combination of related education and experience may be substituted for the above-stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Sources of federal, state, and local funding used for organization programs; funding practices of federal, state, and local grant agencies relevant to transportation.
General principles and practices of budget development, preparation, and expenditure control.
Business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of resources.
Various methods and techniques to reach mutually agreeable solutions and outcomes.
Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
Computers and software programs (e.g., Microsoft software packages) to conduct research, assess information, and/or prepare documentation.
Assist in developing and implementing goals, objectives, practices, policies, procedures, work standards, and internal controls for the assigned operational areas.
Receive and resolve passenger and employee concerns.
Plan, organize, and coordinate the work of supervisory, professional, technical, and administrative support personnel; delegate authority and responsibility.
Select and supervise staff; develop and direct people as they work by providing training to ensure tasks are performed effectively; evaluate performance in an objective and positive manner.
Prepare and administer large and complex budgets and allocate limited resources in a cost-effective manner.
Research, analyze, and evaluate service delivery methods, procedures, and techniques.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of transportation program goals.
Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
Prepare clear and concise administrative and management reports.
Establish and maintain cooperative working relationships with those contacted in the course of business, including employees, the Board of Directors, government entities, contractors, the community, and the general public.
Effectively use computer systems, applications, and modern business equipment to perform a variety of work tasks.
WORKING CONDITIONS:
Incumbents generally work in a typical office environment with adequate light and temperature. There may be occasional exposure to extreme temperatures, loud noise, fumes, noxious odors, dust, mist, gases, and poor ventilation; when in the field, exposures may include diesel fumes and/or airborne particles, slip hazards, and toxic or caustic chemicals and working near moving mechanical parts and in high or precarious places; must be able to see, hear and speak; and sit at a desk for long periods of time. Work may require some level of mobility including lifting or moving materials. Incumbents may interact with upset staff and/or members of the public in interpreting and enforcing departmental policies and procedures.
