Position Summary: The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of diverse and talented teachers to meet the staffing needs of New York Public Schools (NYCPS) and programs, as well as for initiatives to promote the equitable and quality distribution of teachers across all schools. NYCPS anticipates a need to increase recruitment and training for new teachers to meet hiring demands and ensure teacher quality as the number of teachers hired grows. TRQ uses a strategic, data-driven approach focused on recruitment, preparation, and pipeline development.

Responsibilities:

  • Serve as the primary marketing agent and source of information to individuals seeking to become NYCPS teachers, recruiting a large, high-quality, equitable and diverse pool of candidates.
  • Design and manage recruitment and preparation programs and pipelines for individuals to become NYCPS teachers, addressing subject and geographic shortage areas.
  • Select a diverse and high-quality pool of candidates through rigorous, research-driven screening processes.
  • Design and implement high-quality field experiences for teacher candidates in both alternative certification and traditional pathways.
  • Provide inclusive best practices and support to schools to help them make optimal, local hiring decisions.
  • Lead pipeline and pathways to teacher certification for diverse candidates to promote equitable distribution of teachers across all schools.
  • Support new teachers with consistent onboarding experiences across the system and throughout their first year.

Role and Leadership:

The Special Advisor to the Senior Deputy Executive Director serves as a strategic partner and operational leader within TRQ, a 125-member team dedicated to advancing teacher recruitment, development, and retention. The role works at the intersection of strategy, execution, and stakeholder engagement, supporting the Senior Deputy Executive Director who oversees programs and initiatives, cross-office alignment, innovation, and internal systems. The Special Advisor helps shape office culture, coordinates executive communications, and builds infrastructure to support stakeholder engagement with partners across NYCPS, higher education, unions, nonprofits, advocacy groups, and school districts.

Key Relationships: Executive Team, Senior Directors and Deputy Senior Directors across NYCPS and external partners.

Qualifications

Minimum
  • A master’s degree in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field; or a Juris Doctor degree with two years of relevant professional experience in educational program management tasks. Must include experience in budget/financial administration, organizational research or program evaluation, recruitment, personnel relations, or related areas, with 18 months in executive/managerial capacity. Alternatively, a bachelor’s degree with four years of relevant professional experience, including 18 months in executive/managerial roles.
  • Educational background or experience equivalent to the above, with graduate education substituting at a rate defined in the original posting, ensuring at least 18 months of executive/managerial experience.
Preferred
  • Optional certifications: Project Management Professional (PMP), Certified Management Consultant (CMC), Lean Six Sigma or similar process improvement credentials.

Salary

$110,969 - $122,066

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
