SUPERVISES: Clinical Case Managers/ MSW, Employment and Education Consultant, Peer Specialist

FLSA STATUS: Exempt

The Senior Program Director is responsible for program oversight, compliance with HUD, SHIP and CoC regulations, developing community partnerships, and conducting staff supervision. This role leads and manages all aspects of GGI’s Permanent Supportive Housing, Rapid Rehousing, Affordable Housing, and Supportive Services programs for adult and youth participants. This role also ensures the effective delivery of housing services, ensures alignment with federal, state, and local funding requirements, and fosters a trauma-informed, person centered approach to end homelessness for youth and adults in Gulfstream Goodwill’s Residential Housing Programs

Key Responsibilities:

  • Foster a collaborative, client-centered, and trauma-informed work environment that prioritizes dignity, empowerment, and recovery.
  • Develop and implement policies, procedures, and best practices under the direction of the Vice President of Housing Services to improve housing retention and service delivery.
  • Collaborate with the Vice President of Housing Services to establish standard operating procedures for Affordable Housing programs.
  • Conduct regular supervisory and peer chart audits to ensure compliance with HUD, Continuum of Care (CoC), local government, and grant regulations. Oversee preparation for annual monitoring visits and funder audits.
  • Ensure accurate and timely data entry and reporting within the Homeless Management Information System (HMIS) and other required databases.
  • Collaborate with the Property Administrator to review and approve rent calculations and ensure adherence to HUD and Area Median Income (AMI) standards.
  • Monitor program outcomes to ensure housing stability, funder compliance, and achievement of performance targets.
  • Complete and submit required monthly, quarterly, and annual program reports. Partner with the Vice President of Housing Services to monitor grant expenditures, track spending, and ensure financial accountability.
  • Supervise and provide leadership, coaching, and accountability to case managers, housing specialists, and other program staff.
  • Conduct monthly supervision, training, and professional development to build staff capacity and ensure high-quality service delivery.
  • Manage staff performance, conduct evaluations, and collaborate with Human Resources on personnel matters.
  • Oversee staff scheduling and time management to ensure adequate coverage and workload balance.
  • Build and maintain effective partnerships with local housing authorities, landlords, government agencies, service providers, and funders to expand housing opportunities. Represent GGI at community coalitions, advocacy groups, and public meetings related to homelessness, affordable housing, and supportive services.
  • Conduct regular case conferences to address participant tenancy issues and coordinate support across interdisciplinary teams.
  • Collaborate with the Property Administrator to develop monthly rent payment schedules and ensure timely payment processing.
  • Attend regular Coordinated Entry meetings to ensure placement of all program participants
  • Ensure document-ready status of all program participants.
  • Conduct quality assurance and chart reviews to ensure compliance with funder requirements
Requirements:

Qualifications & Requirements:

  • Bachelor’s degree in social work, Human Services, Mental Health Counseling, Public Administration, Business Administration, Nonprofit Management, or a related field preferred
  • Leadership experience required, preferably in homeless services
  • Minimum 5 years of experience in housing programs, homeless services, or related social services.
  • Experience managing federally funded programs (ESG, HUD CoC, Affordable Housing, or similar).
  • Proven leadership experience, including staff supervision and program management.

Skills & Competencies:

  • Strong understanding of Housing policy, HUD guidelines, wraparound services and trauma-informed care principles.
  • Knowledge of affordable housing programs, fair housing laws, landlord engagement, and tenant rights.
  • Excellent skills in leadership, program management, budgeting, grant compliance, and reporting.
  • Ability to build and maintain partnerships with diverse stakeholders.
  • Proficiency in Homeless Management Information Systems (HMIS) and data tracking.
  • Strong communication, problem-solving, and decision-making skills.
