The Company’s immunology portfolio includes biologics to address organ transplant rejection, autoimmunity, and cancer. Tonix’s infectious disease pipeline consists of avaccine in development to prevent smallpox and monkeypox, which also serves as the live virus vaccine platform or recombinant pox vaccine platform for other infectious diseases. Position Overview The Director or Sr. Director of Trade, Distribution and Federal Markets at Tonix Pharmaceuticals is responsible for developing and overseeing programs that support patient access to our Fibromyalgia and migraine treatments. This role combines strategic and tactical oversight to implement patient service programs that align with market needs, ensuring effective collaboration with key stakeholders to drive results and enhance patient care. This person is also responsible for national coverage of wholesaler, specialty distributor and specialty pharmacy trade accounts and day-to-day channel to support the brand and field teams. Additionally, the primary responsibilities of this role will be to keep federal access to near-term and future products in the Veterans Administration and Department of Defense (VA/DoD) to optimize new product introduction and uptake in the federal marketplace. The Director/Sr. Director - Federal Markets will develop strategic business relationships with key policymakers within VA/DoD, including, but not limited to, the Medical Advisory Panel (MAP), the Pharmacy Benefit Management Group (PBM), related internal working groups, Veterans Integrated Service Network (VISN) level Pharmacy and Therapeutics (P&T) committee leaders and DoD P&T committee members (TRICARE). Trade/Distribution: Oversee partner activities related to sales, marketing, reimbursement, product handling, and inventory management, ensuring service excellence and issue resolution. Negotiate and manage distribution contracts, including renewals, payment terms, and collections with wholesalers, specialty distributors, and specialty pharmacies. Build strategic, long-term relationships with key decision-makers at channel partners to optimize product access and pull-through. Support facility inspections and audits to ensure vendor compliance with regulatory and industry standards. Manage return goods processing according to company policies and contracts. Collaborate with Regulatory, Finance, and Manufacturing teams on supply chain issues. Facilitate brand alliances to ensure optimal product access. Use program analytics and KPIs to assess performance, identify trends, and support decision-making for patient support programs. Contribute to hub/pharmacy meetings and assist with preparing Quarterly Business Reviews (QBRs). Leverage market and industry knowledge to enhance program design and improve patient adherence and experience. Optimize market access strategies and patient satisfaction through data-driven solutions. Serve as subject matter expert on hub and specialty pharmacy vendors, collaborating to design analytics that support brand and leadership needs. Foster strong relationships with internal teams to ensure smooth program execution and compliance. Government Markets: Drive utilization and improved positioning of Tonix's current and future products within the VA formulary system and DoD Pharmacoeconomic Center (TRICARE) in light of current and future competitive products Maintain access to all approved products and negotiate continued access where needed in light of current and competitive products Responsible for HINES National VA and ensuring maximum coverage/access to the Federal Health System Monitor VA/DoD utilization of Tonix products and proactively address changes in utilization due to formulary status Individuals will have responsibility for VA/DoD accounts, including, but not limited to, the Veterans Integrated Service Networks (VISN) and the DoD: TRICARE Health Plan (USA/International), to ensure appropriate understanding and positioning of near-term and future products. Develop proactive relationships within the national MAP, national and local PBM, VISN level P&T leaders, influential pharmacy departments, pharmacoeconomic advisors, and DoD: TriCare Pharmacoeconomic Center. Provide adequate support for Field Sales to assist with access to approved products related to federal availability, reimbursement, and utilization Work closely with the National Accounts team to pull through and communicate federal reimbursement policy changes to key accounts and Field Sales to reinforce support of business objectives Assist in the development of VA/DoD training program for Field Sales and provide federal updates at POA and National Meetings Necessary Skills and Abilities: Extensive knowledge of distribution networks, including wholesalers, specialty distributors, retail and specialty pharmacies. Substantial knowledge of pharmacy operations, pharmacy benefits, healthcare reimbursement practices, billing procedures, compliance, coding, and medical terminology. Strong understanding of programs and services to support the needs of therapy-specific patient populations. Familiarity with AOP process, financials, POs and budgets. Excellent communication and presentation skills. Demonstrated ability to work interdependently to promote an environment of collaboration. Strong familiarity with healthcare datasets (e.g., 867, 852) and government pricing regulations. Excellent verbal, written, and interpersonal skills with strengths in project management and issue resolution. Proficiency in Microsoft Excel, PowerPoint, and Tableau. Critical thinking, problem solving, and analytical skills. Ability to synthesize information and communicate with individuals at every level of the organization. Minimum Qualifications Bachelor’s degree from an accredited University or College. Minimum of 10 years of experience in Trade & Distribution within the biotech or pharmaceutical industry. A minimum of three or more years of development and/or operation of patient support programs/HUB services experience required. A minimum of 5 years preferred. Relationships within specialty, retail pharmacy and distribution channel preferred. Experience launching new pharmaceutical products, preferably a 505 b2 or generic offering. Annualized base salary ranges from $200,000 to $300,000 plus target incentive; actual salaries will vary and may be above or below this range commensurate with several factors including experience, education, training, location, and merit.
