Job Summary The Senior Director of Procurement Operations will be responsible for leading the development of sourcing strategies and business processes that enhance vendor performance and cost effectiveness for the MBTA. The Senior Director will utilize current technology and talent capabilities to drive continual improvement in procurement processes and controls.
The Senior Director will provide strategic and operational direction for the entire procurement organization, as well as day-to-day oversight and management for the Strategic Sourcing Managers. This role will also bring insight and leadership to improve speed to contract execution and implement best practices in procurement and supplier management to support commercial and operational objectives.
The Senior Director will undertake and conduct the procurement process for large and/or complex key strategic contract procurements. This position will also be responsible for ensuring the execution of standards, controls, policies, procedures and performance metrics to effectively manage the acquisition and reporting of third party spend.
Duties & Responsibilities
Set priorities and performance goals for Strategic Sourcing Managers and guide strategy development for major commodities. Oversee the development of annual strategic sourcing plans which specify how resources will be utilized, how departments will be supported, and the associated savings goals. Establish and maintain strong relationships with internal customers to ensure clear alignment between team actions and business unit interests. Design and implement processes to ensure that materials and services procurements are conducted in a consistent, efficient, and effective manner, in compliance with all applicable laws, regulations, policies and procedures. This includes but is not limited to identifying opportunities to utilize existing statewide contracts or create master blanket purchase orders in cooperation with the Massachusetts Operational Services Division. Drive the continued implementation of procurement systems and leverage technology to drive procurement operations. Ensure proper reporting metrics are established that are useful at all levels of the procurement group to measure performance, track initiatives and deliver contracts on time. Establish, develop and meet goals for cost reduction, contract maximization and continuous improvement. Participate in fact-based negotiations and executes contracts utilizing approved terms and conditions. Lead team by example through operating with integrity, respect and trust. Establish and maintain relationships with MBTA Procurement, OSD, Maintenance Operations, vendors and suppliers of goods and services. Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner. Uphold the rights and interests of the MBTA while building and maintaining an effective relationship with employees. Provide oversight and direction to mail room. Perform related duties and projects assigned. Supervision Directly supervise a team of Strategic Sourcing Managers. Minimum Requirements & Qualifications Bachelor's degree in Finance, Business Administration, Public Administration, Operations Management or Supply Chain Management or related field. Ten (10) years of management experience in procurement and sourcing operations. Seven (7) years of supervisory, managerial, and/or leadership experience. Proven track record utilizing people, processes, and technology to improve procurement and sourcing operations. Demonstrated strong experience in supplier/vendor relationship management. Ability to manage large scale projects and cross-functional teams. Strong knowledge of Word, Excel, Access and PowerPoint applications. An understanding of complex contracts. Effective organizational, multi-tasking, time management and quantitative skills. Handle sensitive and confidential information in an appropriate manner. Have excellent customer service and conflict resolution skills. Ability to provide internal and external customers with a courteous and professional experience. Ability to travel to locations throughout the MBTA's service area. Excellent communication and influencing skills including negotiating and contracting. Good teamwork skills actively involve colleagues across the business, builds collaborative relationships. Substitutions Include A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. A master's degree in a related subject substitute for two (2) years of general experience. A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience Preferred Experience and Skills Master's degree Finance, Business Administration, Public Administration, Operations Management or Supply Chain Management or related field. Additional years of experience with a successful track record working in sourcing. Job Conditions: Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English. Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role. Ability to provide internal and external customers with courteous and professional experiences.
