Overview Senior Director of Finance (Hybrid) at PopHealth Learning Center (PHLC). PHLC is a California Social Purpose Corporation focused on transforming healthcare delivery and experience, with a mission to advance health equity and support community-centered care for historically underserved populations.
PHLC designs and manages large-scale practice transformation initiatives, delivers technical assistance through virtual learning environments and peer engagement, and supports alignment across systems, funders, and care delivery partners. The organization aims to build a more just, coordinated, and person-centered healthcare system.
Position The PopHealth Learning Center is seeking an experienced, entrepreneurial, hands-on and strategic Senior Director of Finance to lead the development and management of our financial infrastructure during a pivotal period of transformation and growth. This individual will build robust systems that ensure transparency, compliance, and long-term financial sustainability, and will support a values-driven culture and the Learning Center’s long-term vision. This is a unique opportunity to shape the financial infrastructure of a nimble, mission-driven start-up playing a key role in health system transformation.
Key Responsibilities Strategic Financial Leadership and Oversight: Lead the development, implementation, and maintenance of financial systems and strategies that support a nimble, high-impact start-up culture and align with PHLC\'s mission and goals, ensuring long-term financial sustainability.
Oversee financial planning, including accounting, budgeting, reporting, and forecasting, to ensure fiscal transparency and support financial management and operational effectiveness.
Develop and manage contract and grant budgets, ensuring alignment with program goals, compliance with funding terms, and clear reporting to funding partners.
Partner with program teams to prepare accurate financial documentation for proposals, grant applications and reporting requirements.
Develop, establish and refine financial systems, tools, and policies that support the Learning Center\'s intermediary model and evolving business needs, ensuring scalability and adaptability.
Collaborate with the Senior Leadership Team to develop real-time financial analytics and dashboards that inform strategic decision-making and enhance financial performance.
Provide leadership on funder-specific reporting requirements, annual audits, and the preparation of financial statements to meet compliance standards.
Guide annual planning, audits, tax reporting, and board-level financial presentations.
Organizational Development and Leadership: Serve as a strategic advisor to the Senior Leadership Team, advising on the financial implications of strategic decisions and aligning financial, operational, and programmatic strategies to achieve PHLC\'s objectives.
Support cross-departmental collaboration by ensuring financial systems enable efficient workflows and promote transparency and accountability.
Foster a culture of transparency and financial literacy among stakeholders.
Compliance and Risk Management: Ensure compliance with applicable federal, state, and local laws; oversee payroll systems, accounting systems, insurance, and contract management processes; establish internal controls to safeguard assets; conduct risk assessments and audits; provide leadership on reporting requirements and tax compliance.
Team and Culture Building: Foster a collaborative and inclusive environment, promote continuous improvement of financial processes, and provide financial training to non-financial staff to build financial literacy and alignment with goals. Act as a cultural steward reflecting PHLC\'s values of equity, inclusion, and collaboration.
Qualifications The ideal candidate is an entrepreneurial financial management leader with deep expertise in financial operations, compliance, and organizational development, preferably in a start-up environment. Candidates should bring a collaborative spirit and a commitment to equity, with the following qualifications:
Bachelor’s degree in finance, accounting, or a related field; MBA, MPA or CPA preferred.
7–10 years of progressive financial leadership experience, ideally in a start-up or mission-driven setting.
Experience designing and implementing financial systems, policies, and tools that support growth and adaptability, ideally in a start-up.
Proven ability to manage complex budgets, forecasting, audits, and tax reporting with transparency and accuracy.
Strong understanding of compliance for organizations with diverse funding sources, including grant management and tax regulations.
Exceptional communication and leadership skills to engage diverse stakeholders.
Thrives in a changing start-up environment.
Commitment to advancing health equity and supporting underserved communities through financial stewardship.
Willingness/ability to work in-person in our Oakland, CA-based offices. Preference for candidates in the Bay Area or California.

Compensation & Benefits Salary range: $190,000 - $250,000. Benefits include medical, dental, and vision insurance, paid time off, life and disability insurances, retirement plan, annual wellness days, and other resources to support team members. All new hires begin with a six-month evaluation period with structured support and regular check-ins.
