Job Description
The Senior Director of Compliance and Assessment provides statewide leadership, vision, and oversight for all compliance, assessment, and related services functions across Houston, San Antonio, Austin, and Dallas. This leader ensures that KIPP Texas meets or exceeds federal and state legal requirements while also building systems that support schools to deliver high-quality services, timely evaluations, and reliable
assessments. The Senior Director reports to the Managing Director of Academic Programs and directly supervises the Director of Compliance, Director of Assessment, Manager of Instructional & Related Services, Manager of Statewide Services, and Manager of Legal Compliance. Together, this team builds systems that ensure every student, particularly those with disabilities and special populations, receives a Free Appropriate Public Education (FAPE) in compliance with IDEA, Section 504, and TEA requirements.
Role Description
Compliance Team
● Oversee development, monitoring, and training for standards-based IEPs, eligibility determinations, LRE, ARD timelines, SHARS, transportation, graduation planning, assistive technology, BIPs, and collaboration with LPACs.
● Support schools through Open Office Hours, ARD Facilitators, and direct intervention when compliance actions are required.
● Supervise the Director of Compliance, who manages ARD Coordinators for school-level fidelity in ARD processes and IEP implementation.
Assessment Team
● Ensure Child Find and evaluation timelines are met consistently across all regions.
● Oversee secure, valid administration of all state and local assessments.
● Lead the development of a statewide assessment calendar and monitoring systems.
● Supervise the Director of Assessment, who leads ARD Facilitators, Achievement & Compliance Specialists, and testing teams.
● Use statewide data to identify trends, risks, and continuous improvement
opportunities. Instructional & Related Services Team
● Supervise the Manager of Instructional & Related Services, ensuring high-quality service delivery by related service providers (speech, OT, PT, counseling, etc.) in alignment with IEPs.
● Provide coaching and accountability to ensure service provision is both compliant and instructional in impact.
Statewide Services & Legal Compliance
● Supervise the Manager of Statewide Services to ensure schools receive consistent, proactive training and compliance tools.
● Supervise the Manager of Legal Compliance to oversee audits, monitoring systems, reporting, and corrective action planning.
Duties and Responsibilities
The Senior Director of Compliance and Assessment’s responsibilities include, but are not limited to:
● Lead the creation and monitoring of statewide systems that ensure legal compliance and assessment fidelity.
● Build and manage audit tools and monitoring systems for ARDs, IEPs, SHARS, and assessments.
● Provide timely, clear communication to schools and regions on compliance requirements and assessment protocols.
● Analyze assessment and compliance data to identify trends and recommend corrective actions.
● Ensure timely and accurate reporting to TEA and federal agencies.
● Monitor changes in law and regulation, updating internal systems and professional learning accordingly.
● Partner with academic and regional leadership to align compliance and assessment work with instructional priorities.
● Recruit, develop, and retain outstanding staff across Compliance, Assessment, Instructional/Related Services, Statewide Services, and Legal Compliance.
● Manage budgets for compliance, assessment, and related services, ensuring fiscal responsibility and alignment to KIPP Texas priorities.
