STV is seeking a Project Director for the Construction Manager Group in Sacramento, CA.

Duties: Manages a team of Program Managers overseeing all aspects of project planning and development, including Engineering, Construction, Technical Support, and Bidding Strategy. Responsible for Scheduling, Budget, Funding sources and allocations, Grants Management, Work Prioritization, and Finalization and Closeout. Reviews, analyzes, and interprets complex project design and construction budgets, schedules, and costs to ensure conformance with scope, time, and budget requirements. Leads project planners in developing project scope, schedules, and budgets, ensuring stakeholder goals are reflected. Guides funding strategies, including leveraging state grants, private grants, and partnering with non-profits. Addresses cost overruns through value engineering. Presents reports to stakeholders and approves new projects as needed. Oversees program financial closeouts, ensuring compliance with funding guidelines. Provides documentation for projects under litigation and participates in depositions when necessary. Implements improvements in reporting and processes. Recommends solutions to complex technical issues for architects, engineers, and project managers. Develops policies for Construction Programs, including funding and program modifications. Updates construction specification guidelines. Manages community and stakeholder communications for high-profile projects. Oversees lessons learned and staff training for program improvement. Handles change order negotiations and assists in contract reviews. Minimum Requirements Experience: At least 15 years of full-time professional experience managing programs and projects, including scope, planning, design, budget, and close-out. At least 6 years managing programs in a public or educational setting, with full responsibility for coordinating complex activities. Experience managing multiple education or public agency programs concurrently is preferred. Education: Bachelor's degree from a recognized college or university, preferably in Architecture, Engineering, or Construction Management. Equivalent experience may be substituted on a year-for-year basis.
