The Meadows Mental Health Policy Institute (Meadows Institute) seeks a collaborative and strategic professional to serve as Project Director - Health and Public Safety (Project Director). The Project Director will provide strategic guidance, operational leadership, and technical expertise on matters related to policing, fire, EMS, and emergency communications. The Project Director will also lead the coordination and implementation of Health and Public Safety initiatives in support of evidence-based programs and system improvements that enhance public safety outcomes, increase community trust, and improve first responder performance. This is a full-time, benefits-eligible position responsible for overseeing multidisciplinary collaboration, providing subject matter expertise, guiding program design and evaluation, and ensuring successful implementation of project deliverables. The preferred work location for this position is in Texas. This position may not be filled or performed in California, Colorado, Hawaii, Montana, Rhode Island, or Washington at this time. Statewide travel (up to 15%) may be required. Some duties may require access to reliable personal transportation.
Responsibilities:
- Provide full-time operational leadership and support for the Health and Public Safety team’s portfolio of projects.
- Engage and delegate work to additional project staff and external consultants as needed to support initiative activities.
- Develop and review public safety training curricula, policy documents, operational protocols, and evaluation tools.
- Analyze quantitative and qualitative data to contribute to program evaluations and strategic assessments.
- Facilitate collaboration and communication among stakeholders, partners, and interagency work groups.
- Coordinate and monitor all project activities, including timelines, deliverables, budgets, and funder reporting.
- Participate in stakeholder meetings and community engagement efforts to ensure inclusive project design and sustainability.
- Lead the development of presentations, memos, reports, and white papers tailored to government, nonprofit, or public audiences.
- Build and maintain relationships with cross-functional internal teams and external leadership.
- Support proposal development, grant writing, and project planning with technical content and strategic input.
- Stay current on public safety trends, legislation, and best practices to inform project work.
- Serve as the primary point of contact for assigned projects.
- Lead, mentor, and guide project managers and multidisciplinary teams.
- Other duties as assigned.
Required Qualifications:
- Bachelor’s degree in criminal justice, public policy, public health, emergency management, social work, or a related field.
- Minimum 5 years of experience in project management or subject matter leadership in law enforcement, fire/EMS, emergency communications, behavioral health, or human services.
- Demonstrated ability to develop and evaluate training curricula and operational protocols.
- Strong skills in data analysis, writing, communication, and consensus-building.
- Experience leading diverse and interdisciplinary teams and cultivating collaborative partnerships.
- Ability to manage multiple tasks and priorities in a fast-paced environment.
- Strong organizational and critical thinking skills.
- Capacity to work both independently and as part of a geographically dispersed team.
- Comfort navigating complex systems, stakeholders, and reform efforts.
Preferred Qualifications:
- Project Management Professional (PMP) Certification.
- 5–10 years of professional-level experience in public safety, criminal justice reform, or systems change.
- Ability to produce visual aids and graphical representations of technical concepts.
Eligibility Requirements:
The preferred work location for this position is in Texas. This position may not be filled or performed in California, Colorado, Hawaii, Montana, Rhode Island, or Washington at this time. Relocation assistance not available. Successful candidates must show proof of eligibility to work in the United States.
