Job Summary: The Payroll Director is responsible for all aspects of payroll and payroll processing, and accurate and timely compensation for all employees for a multi-state Home Health Company with Certified and Licensed operations. This role involves payroll systems management, managing staff, ensuring compliance with federal, state, and local regulations, completing payroll reports, and maintaining payroll records. The Payroll Director collaborates with state-based administrators and various departments to ensure seamless payroll operations and provides exceptional service to employees regarding payroll inquiries. We are seeking a Payroll Director with technical payroll expertise and Home Health Care experience (CHHA and/or Licensed Home Care), who is experienced working with an EMR system such as HHA exchange or Netsmart, and is accustomed to working with an HRIS for payroll.
Key Responsibilities:
Payroll Processing:
Oversee and manage the end-to-end payroll process, including weekly, bi-weekly, and special payroll runs.
Ensure accurate calculation of wages, bonuses, overtime, deductions, and taxes.
Verify and reconcile payroll data to ensure accuracy and compliance with company policies and legal requirements.
Payroll Systems Management:
Maintain and update payroll systems and software to ensure accurate and efficient processing.
Troubleshoot and resolve payroll system issues in a timely manner.
Collaborate with IT and software vendors to implement system enhancements and updates.
Process Improvement:
Identify opportunities for process improvements and efficiencies in payroll operations.
Develop and implement best practices and standard operating procedures (SOPs) for payroll processes.
Collaborate with other departments to streamline workflows and enhance service delivery.
Compliance and Reporting:
Ensure compliance with federal, state, and local payroll laws and regulations.
Prepare and submit payroll labor data to BLS and other required reports.
Stay up-to-date with changes in payroll laws and regulations and implement necessary updates to payroll processes.
Employee Support:
Serve as the primary point of contact for employee payroll inquiries and resolve issues promptly and professionally.
Provide education and guidance to employees regarding payroll policies and procedures.
Conduct payroll training sessions for new hires and managers as needed.
Staff Management:
Supervise and mentor payroll staff, providing guidance and support to ensure high performance and professional development.
Conduct performance evaluations and provide constructive feedback to team members.
Manage workload and delegate tasks to ensure timely and accurate payroll processing.
Audits and Controls:
Conduct regular payroll audits to ensure data accuracy and compliance with internal controls.
Implement and maintain robust payroll controls to prevent errors and fraud.
Assist with internal and external audits by providing necessary documentation and information.
Qualifications:
Bachelor’s Degree in Business, Accounting, Finance, Human Resources, or a related field.
Minimum of 5-7 years of progressive leadership in payroll management and processing.
Home health care payroll experience.
Proficiency with payroll software and systems (e.g., ADP, Viventium).
Experience working with an EMR such as HHA Exchange or Netsmart.
Strong knowledge of federal, state, and local payroll laws and regulations.
Excellent organizational and time management skills.
Skilled in analyzing payroll data, identifying trends, and solving discrepancies.
Ability to manage payroll projects, such as system upgrades and policy implementations, from start to finish.
Strong attention to detail and accuracy.
Effective communication and interpersonal skills.
Ability to handle sensitive and confidential information with discretion.
Certified Payroll Professional (CPP) designation is a plus.
Strong deadline management.
