Disability insurance FSA Spending Account Life Insurance Employee Assistance Program Special Vendor Discounted Offerings on Travel, Amusement Parks, etc. Essential Functions: Duties & Responsibilities Oversees all aspects of the Training, Policy, Community Engagement, Monitoring, Auditing, Compliance and Accreditation, and Quality Improvement and Data Management departments. Participates in divisional administration and management through membership on YRS Directors’ teams and leads compliance and training teams to support Youth Residential Services’ (YRS) strategic plan. Develops and oversees special projects related to contractual agreements and transitions from compliance to excellence, assisting with the implementation of strategic priorities. Leads quality improvement initiatives to analyze program performance, consults with staff, and develops training/technical assistance to address emerging issues. Manages compliance with external corrective action plans, developing and implementing detailed internal monitoring plans. Leads the development, implementation, and updating of policies, procedures, and SOPs, ensuring alignment with agency and funder requirements. Maintains a regular presence on-site to connect with staff and participants, informing policy, training needs, and service quality; oversees internal auditing and monitoring activities. Leads pre-audit, on-site and post-audit activities for all external audits including but not limited to Prevention of Sexual Abuse (PSA), Department of Children and Family Services (DCFS), ORR funder monitoring, accreditation audits and other announced and unannounced audits and activities. Represents SAFEty programming in internal and external liaison activities, maintaining communication with agencies like the Department of Homeland Security and the Office of Refugee Resettlement. Oversees outreach and response activities, guiding the Community Engagement Coordinator and developing plans for community and volunteer involvement. Responds to crisis situations 24/7 via a coordinated on-call schedule and assists in the development and implementation of grants. Supervisory Responsibilities (if applicable): Supervises the following roles Associate Director of Policy and Training, Director of Internal Auditing, Monitoring and Records, Associate Director of Compliance and Accreditation (personnel compliance), Community Engagement Coordinator, PSA Compliance Managers and Program Specialist for Supportive Service and Compliance. Manages subordinate directors and managers who supervise employees in SAFEty. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; consistent and regular supervision, leader rounding, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Manages training and compliance staff and is responsible for the overall direction, coordination, and evaluation of these units at each site and (YRS) wide. Education and Experience: Bachelor’s Degree in social work or related field. Minimum of eight (8) years’ experience in staff supervision, program planning and development, social service administration, fiscal management and policy development and implementation. Five (5) of those years being with youth in a residential setting or other relevant institutional setting. Computer Skills:  Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems: and other software routinely used by Heartland Human Care Services. Work Environment: This position is not eligible for remote work. The noise level in the work environment is usually moderate. Each program site operates on a 24/7 basis, 365 days per year. To meet both the needs of our participants and contractual obligations, employees are required to be flexible in regard to scheduling and work location. Program sites are located throughout the Chicago area, including the North and South sides of Chicago, as well as the suburbs.  Employees may be required to report to any one of our locations on a temporary or permanent basis.
