Summary This position is assigned to Fleet and Family Readiness; Commander, Navy Region Southeast; Naval Air Station Key West. Incumbent serves as Housing Program Director, with responsibility for applying management plans and directives for the operation and utilization of both government-owned or leased and Public Private Venture housing assets in multiple complexes/neighborhoods, and planning, scheduling, and coordinating all major activities for the community housing referral program. Responsibilities Renovation, Operation and Maintenance. Identifies problems or deficiencies and recommends appropriate corrective measures. Daily, identifies, organizes, coordinates, and monitors significant and routine maintenance for the facilities for which responsible. Public Private Venture. Responsible for executing policy based on guidance received from the regional director on PPV matters of importance. Applies expert knowledge of housing management concepts to evaluate housing policies and procedures, extend existing principles and practices to new and unusual applications, and to conduct novel studies to develop regional management criteria. Serves on a team(s) in the privatization assessment and development of the concept plan. Participant in the Member Advisory Group. The incumbent is the primary point of contact for the local Operations Director to assist when concerns arise. Incorporates projects into the installation's referral system known as Enterprise Military Housing system. Mediates tenant-landlord concerns and complaints. Work with region to oversee collection and analysis of financial, project and tenant information and identifies trends. Ensures that the disputes between residents and PPV property landlords are mediated and settled appropriately. Responds to all inquiries from higher level authority. Ensures all documentation and correspondence is input into EMH. Housing Referral and Relocation Assistance. Responsible for the development and management of innovative business practices and dynamic programs such as Rental Partnership Program, solicitation and time sensitive management of rental and sales listings to meet individual wants and needs within a broad customer base that includes transient, temporary, semi-permanent, and permanent housing. Responsible for customer financial qualification approval, provides guidance for and assistance with financial allotment forms, monitors financial payments and acts as advocate in solution to allotment problems. Participates in the surveys and market analyses for varying purposes to include requirements and Basic Allowance for Housing determination. Financial Management and Procurement. Responsible for providing budget information to the Regional Housing Director, being able to justify the budget, five-year plan, NAF Billeting Fund budget, and/or annual Family Housing, Navy Budget, based on known anticipated requirements, utility consumption and repair and improvement expenditures. Community Relations and Advisory Services. Implants an overall activity plan, which includes procedures for housing assignment, eligibility, referral and related activities. Develops a public relations program through newsletters, command emails, social media and public affairs office to keep the community/residents informed of plans/actions being taken which may affect the community and current residents. Implements housing related procedures and instructions and mediates to resolve disputes between tenants and property managers. Oversees an effective resident relations program to encourage a high level of resident cooperation and to integrate residents into the housing community. Investigates and resolves a variety of resident concerns, complaints and misconduct related to housing facilities, other residents, and habitability conditions and recommends solutions to controversial situations. Recommends issuance of letters of caution/requirements and termination to the region. Refer to region what cannot be resolved at the installation level. Serves as advisor to the Commanding Officer on housing policies and concepts. Prepares briefings and studies on housing for use by the CO. Promotes effective working relationships with a variety of community agencies affecting off base Naval housing, schools, etc. Strives to enhance the image of the military within the private sector. Directs work to be accomplished by a workforce of both military, NAF and APF employees and acts as a rating official. Provides second level supervision for up to 12 NAF and APF employees. For military personnel working within housing programs, they may serve as military department head supervising military staff, evaluating performance, and resolving concerns as needed. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities; Conducts annual performance reviews of staff; Participates in section staffing decisions; Ensures staff receives proper training to fulfill requirements of their positions; Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and supports CNIC's Equal Employment Opportunity (EEO) policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understands and adhere to the policy; and ensures treatment of all staff is fair and equitable. Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Knowledge of Navy housing policies, requirements, Administrative and business practices, and procedures related to planning, budgeting, scheduling, coordinating, and managing resources for efficient operation and utilization of government owned and/or PPV housing assets and to ensure regulatory compliance. Knowledge of all aspects of residential property management for the management, operation, and maintenance of bachelor and family housing units including utility systems, roads, grounds, streets, and facilities accounted for in EMS and including the determination of permanent and transient berthing requirements. Knowledge of DOD/DON regulations, policies and procedures related to PPV in order to serve as a government representative in PPV matters at the installation. Knowledge of Navy Housing management and PPV procedures and practices to resolve independently a variety of complex problems and issues, including resident concerns and complaints. Skill in analyzing current and past operations and maintenance expenditures and in determining future requirements. Knowledge of contract quality assurance procedures, technical knowledge of contract functions, and detailed knowledge of contract specifications to perform quality assurance inspections. Knowledge of Federal, state and local laws, ordinances, and codes governing the construction, renovation, maintenance, use and operation of PPV housing facilities to ensure compliance therewith in the management, operation, and oversight of PPV housing assets and to develop plans and directives for housing administration. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to communicate effectively orally and in writing with senior leadership, peers, staff and customers.
