Job Description
The Jefferson Metropolitan Housing Authority (JMHA) is seeking an experienced and motivated Housing Choice Voucher (HCV) Program Director to lead and manage our federally funded voucher programs. This key leadership role ensures the effective administration of nearly 824 vouchers and supports JMHA's mission to provide safe, decent, and affordable housing to families throughout Jefferson County. The HCV Director oversees staff, program compliance, financial management, and strategic partnerships with landlords, tenants, and community agencies.
Key Responsibilities:Provide oversight and leadership for all operations of the Housing Choice Voucher Program, including tenant- and project-based assistance.
Ensure compliance with HUD regulations, JMHA policies, and all applicable federal, state, and local housing standards.
Supervise and support program staff including Occupancy Specialists and Inspectors, ensuring high performance and quality customer service.
Oversee SEMAP performance, program reporting, inspections, and all HUD data submissions (VMS, PIC, EIV, and related systems).
Develop and maintain HCV operating policies, budgets, and administrative plans in coordination with the Executive Director.
Analyze and monitor HAP budgets, payment standards, and utility allowances to ensure efficient program utilization.
Conduct program outreach and maintain strong relationships with landlords, tenants, and community stakeholders.
Oversee resolution of tenant and landlord issues, informal hearings, and grievance processes.
Evaluate staff performance, provide ongoing training, and foster a professional, service-oriented team culture.
Represent JMHA with professionalism in all interactions with HUD, partner agencies, and the community.
Associate degree or higher in public administration, business administration, or a related field preferred.
Minimum two years of experience in Housing Choice Voucher, public housing, or related affordable housing management.
Certifications in Occupancy and Rent Calculation, Voucher Program Administration, and HQS required within one year of hire.
Strong knowledge of HUD regulations, SEMAP performance standards, and housing compliance practices.
Excellent leadership, communication, and problem-solving skills.
Proficient in Microsoft Office and housing management software.
Valid driver's license and insurable under agency policy.
Ability to lift up to 35 pounds regularly; up to 50 pounds occasionally.
Willingness to travel, conduct inspections, and attend offsite meetings or training as needed.
Ability to work occasional evenings or weekends based on program needs.
