The HCV Program Director is responsible for the strategic leadership, operational oversight, and regulatory compliance of WHAAs Housing Choice Voucher program. This role ensures effective administration of all HCV functions, including eligibility, leasing, inspections, reexaminations, rent reasonableness, and audit readiness, while fostering a culture of accountability, transparency, and customer service.
Essential Duties and Responsibilities
Oversee all aspects of HCV program delivery, ensuring compliance with HUD regulations and WHAA policies
Lead and manage staff across eligibility, inspections, reexaminations, and landlord/tenant engagement
Develop and implement Standard Operating Procedures (SOPs) for all program functions
Monitor SEMAP indicators and ensure timely corrective actions to maintain high-performance status
Supervise rent reasonableness assessments using HUDs nine-factor methodology
Coordinate with IT and HR to support caseload distribution, task tracking, and system integration (e.g., Yardi Voyager, Rent Caf', SharePoint)
Prepare and submit HUD Forms 50058, PIC/VMS reports, and other required documentation
Lead internal and external audits, ensuring timely resolution of flagged files and deficiencies
Analyze program utilization, HAP budgets, and voucher issuance to optimize funding and service delivery
Represent WHAA in public forums, stakeholder meetings, and HUD communications
Facilitate staff training, performance evaluations, and professional development plans
Serve as ADA/504 Coordinator, reviewing and responding to reasonable accommodation requests
Qualifications
Bachelors degree in Public Administration, Business, Urban Planning, or related field
Minimum 5 years of progressive experience in HCV program management, including 3 years in a supervisory role
HCV certifications in Rent Calculations, Occupancy, Program Management, and Executive Leadership
Strong knowledge of HUD regulations, SEMAP, HQS standards, and rent reasonableness protocols
Proficiency in Yardi Voyager, Rent Cafe', SharePoint, and Microsoft Office Suite
Exceptional leadership, communication, and strategic planning skills
Ability to manage multiple priorities and lead cross-functional teams
