Organizational Overview
The King County Regional Homelessness Authority (KCRHA) is a public administrative agency created by an interlocal agreement between the City of Seattle and King County. KCRHA is responsible for unifying, coordinating, and administering the funding of emergency services for people experiencing homelessness to provide oversight and accountability. Our mission is to administer effective, performance-based homeless services to support a high-functioning homelessness crisis response system to significantly decrease the incidence of unsheltered homelessness across King County using equity and social justice principles. Crisis response includes services that support those who are not yet in permanent housing such as: Emergency shelter, Transitional Housing, Tiny Home Villages, Rapid Re-Housing, Day Centers, and Severe Weather shelter.
Team Overview
The Finance Division is responsible for developing strategies related to homelessness that are funded by grants. This includes overseeing organizational and grants compliance for KCRHA, which involves managing budgets, accounting, contracts, compliance, and risk management. The Finance Division works closely with all divisions within KCRHA, including the Office of the CEO, to ensure alignment with the organization's overall strategy and goals. This division plays a crucial role in supporting KCRHA's mission to deliver high-quality, customer-centered services to members of the Seattle/King County community.
Role Description
The Finance Director plays a key leadership role within the Finance department at the King County Regional Homelessness Authority (KCRHA). Reporting directly to the Deputy CFO, this position oversees budgeting, financial planning and analysis, and accounting functions critical to KCRHAs operational and strategic financial management. The Director leads the coordination and administration of internal department budgets, external funding source budgets, and supports collaboration with program staff and funders to ensure financial sustainability, transparency, and compliance.
Accountabilities
Financial Strategy & Team Leadership:
- Lead the budgeting, financial planning, forecasting, and reporting processes in partnership with the Deputy CFO and Finance team.
- Develop and implement budget policies, tools, and procedures to support KCRHAs operational and programmatic needs.
- Manage the annual budget cycle including formulation, monitoring, and updates aligned with agency priorities and funder requirements.
- Serve as the primary liaison between Finance and the Programs team for development and finalization of program budgets and contracts.
- Collaborate with external funding partners (City, County, State, HUD, etc.) to determine and secure annual funding requests and allocations.
- Provide financial analysis and strategic input to support executive decision-making and long-term planning.
- Identify and escalate budgetary risks and opportunities for cost savings or efficiency improvements.
- Lead the accounting division including financial reporting and annual audits.
- Lead and support staff involved in budgeting and financial analysis functions.
Financial Operations & Compliance:
- Monitor budget versus actual expenditure regularly and provide actionable reports to leadership and relevant stakeholders.
- Provide support to accounting division for audits, billing, and financial reporting.
- Ensure accurate reconciliation of personnel and expenditures to support funding compliance.
- Collaborate with the Programs team to resolve budget coding issues and maintain alignment between financial and programmatic records.
- Support audit readiness by maintaining accurate budget documentation and responding to funder reviews.
Stakeholder Engagement & Communication:
- Prepare and present regular budget and financial reports to internal leadership, Board, funders, and other external stakeholders.
- Build and maintain strong working relationships across departments and with external funding partners.
- Provide training and technical assistance on budgeting tools and processes to staff.
Project Management:
- Lead or participate in projects related to financial systems, process improvements, and reporting enhancements.
- Manage competing priorities and deadlines while maintaining a focus on quality and accuracy.
Additional Duties:
- Perform other related duties as assigned to support the Finance department and agency goals.
Minimum Requirements
- Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.
- Bachelors degree in Accounting, Finance, Business Administration, or a related field.
- 6+ years of professional experience in budgeting, financial planning, or financial analysis, including at least two (3) years in a supervisory or managerial role.
- Experience managing complex budgets totaling $25 million or more, preferably within government or nonprofit settings.
- Strong knowledge of fund accounting and financial management best practices.
- Familiarity with homeless services funding streams and related regulations (e.g., HUD, ESG, CDBG) is preferred.
- Proficiency in Microsoft Office Suite, especially Excel, and experience with financial systems and budgeting software.
- Excellent communication and interpersonal skills, with an ability to collaborate effectively across teams.
- Demonstrated commitment to equity, transparency, and customer service.
Additional Requirements
- Experience with government and community stakeholders in King County
- Advanced degree or relevant certifications such as CPA, CMA, CFA, or MBA.
- Knowledge of public sector financial reporting and compliance requirements.
- Strong project management skills and experience leading system/process improvements.
- Experience working with braided funding and complex multi-source budgets.
