Robert Half Executive Search has been retained by the Metropolitan Area Planning Council (MAPC), the regional land use planning agency for Greater Boston, to lead the search for its next Executive Director—a visionary leader to guide the agency and the region into a more equitable, sustainable, and collaborative future. The Executive Director’s primary mission is to implement the agency’s Strategic Plan and to help the region achieve the goals of the regional land use and policy plan, MetroCommon2050: Shaping the Region Together.

MAPC seeks a seasoned leader who understands planning and policy; can lead a team of 120 professionals with clarity, grace, and humility; and can serve as the chief advocate for policies and programs that support regional goals. The candidate should manage a budget of at least $15 million, with diverse funding sources, and be capable of recruiting and retaining innovative, entrepreneurial staff. They should be skilled in consensus-building, crisis management, municipal governance, and effective communication with a broad range of stakeholders. Deep understanding of municipal, state, and federal interfaces is essential. MAPC prioritizes achieving equity as fundamental to regional sustainability and well-being, emphasizing access to opportunities and inclusion regardless of race, gender, income, or background. About MAPC : MAPC is the regional planning agency serving 101 cities and towns in Greater Boston, focusing on sustainable development, housing, transportation, economic development, equity, arts and culture, and climate resilience. The agency employs approximately 120 staff members and operates on a hybrid schedule. It also oversees the Central Transportation Planning Staff (CTPS), comprising 60+ employees. Responsibilities include: Advancing MAPC’s mission and strategic priorities for regional sustainability and equity; Supervising department heads across various topical areas; Managing financial and operational stability; Engaging in public policy and funding efforts; Recruiting and developing staff to reflect regional diversity; Promoting data-driven planning and policy development; Building external relationships and representing MAPC publicly; Leading communication efforts and public engagement; Performing other executive functions as needed. Evening/weekend events and travel are required. Candidates must have a valid driver’s license and access to transportation. MAPC offers travel support including MBTA passes, Zipcar, and BlueBikes memberships. Qualifications include: Bachelor’s degree required, Master’s preferred; 5+ years in senior leadership roles; 12+ years supervising organizations of 50+ staff; understanding of municipal governance; proven experience in contract negotiation and working within Massachusetts public sector. Successful candidates will demonstrate: Deep knowledge of regional land use, transportation, and environmental issues; commitment to equity; strong leadership and interpersonal skills; budget management experience; ability to secure diverse funding; excellent communication skills; innovative mindset; and resilience in leadership. Compensation & Benefits: Salary $230,000–$255,000, full-time exempt, with excellent benefits including health, retirement, paid leave, professional development, and wellness programs.
