Overview

You will serve as the Executive Director for Coalition Communications, Interoperability, and Information Sharing / Deputy Chief Information Officer in the Command, Control, Communications and Cyber Directorate of the U.S. Indo-Pacific Command (USINDOPACOM).

A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary.

Duties

  • You will be responsible for designing the organizational structure, determining program goals, developing implementation plans, setting effectiveness, efficiency, productivity, and management standards, as well as lead a program management office.
  • You will be responsible for implementing the Information Technology (IT) Management Reform Act of 1996, Federal IT Acquisition Reform Act, Federal Information Security Modernization Act, and other laws for Federal Chief Information Officers.
  • You will engage personnel at all levels including General/Flag Officers/SES at USINDOPACOM, Joint Staff, Mission Partners Capabilities Office, Defense Information Systems Agency, Sub-Unified Commands, Component Commands, and Combatant Commands.
  • You will supervise the process of developing and refining requirements, formulate strategies, develop baselines and metrics, determine adequacy of technical work, conduct program reviews, and provide advice and guidance to top level management.
  • You will set annual/multi-year plans, schedules for joint/coalition communications, interoperability and information sharing, set goals/objectives, determines emphasis, and decide how best to utilize resources/realignments based on priority needs.

Requirements

  • Must be a US Citizen.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • May be required to successfully complete a 1-year SES probationary period.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You may be required to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
