Through our Enhanced Care Management (ECM) program, we help people access the health and social services they need to live healthier, more stable lives.

*Position Overview*
The *Program Director – ECM* provides executive-level oversight for the planning, implementation, and management of ECM services across the state. Reporting to the Executive Leadership Team, this role ensures fidelity to ECM policy standards, promotes performance excellence, and fosters a culture of compassionate, outcomes-driven care.
*Key Responsibilities*
* Provide *strategic leadership* to ECM teams, including Care Managers, Supervisors, and regional program staff statewide.
* Ensure program alignment with *DHCS ECM policy*, *CalAIM standards*, and *Medi-Cal Managed Care Plan* contracts.
* Lead the development and refinement of *program protocols*, workflows, training, and quality improvement initiatives.
* Collaborate with internal departments, health plans, and community partners to optimize member experience and outcomes.
* Monitor and drive key performance metrics related to outreach, engagement, care planning, and service delivery.
* Ensure *timely and accurate reporting* of ECM services, including encounter data, care coordination logs, and audits.
* Lead the *hiring, training, supervision, and performance evaluation* of ECM leadership and frontline staff.
* Promote a trauma-informed, culturally responsive, person-centered approach in all aspects of service delivery.
* Conduct regular site visits and virtual check-ins to support ECM teams throughout California.
*Required Qualifications*
* *Bachelor’s Degree* in Social Work, Public Health, Nursing, Psychology, or related field (required)
* *Current Clinical License* in California (LCSW, LMFT, LPCC, RN, or equivalent – required)
* Minimum *5 years of leadership experience* in case management, behavioral health, public health, or healthcare coordination
* Proven experience managing *multi-site teams* and statewide programs
* Exceptional communication, organizational, and stakeholder engagement skills
* Demonstrated ability to work cross-functionally in a fast-paced, evolving environment
* Comfort with data systems, performance dashboards, and compliance monitoring
*Preferred Qualifications*
* Master’s Degree in a clinical or health-related field
* Bilingual (Spanish, Vietnamese, or other threshold languages)
* Experience with Medi-Cal Managed Care Plans or Department of Health Care Services (DHCS) contracts
* Knowledge of social determinants of health and community-based care coordination
* Deep knowledge of *Enhanced Care Management (ECM)* and/or *CalAIM initiatives*
Job Type: Full-time
Pay: $85,000.00 - $95,000.00 per year
