Yes County: Albany Street Address: Office of Health Insurance Programs / Division of Operations and Systems Corporate Woods 11, Albany, NY Duties Description The HPD 3 will function as the Director of the Division of Operations and Systems (DOS) within the Office of Health Insurance Programs (OHIP). DOS is responsible for oversight and operations of multiple systems in the division including: the eMedNY claims processing system, enterprise data warehouse and eligibility and enrollment systems; providing contractual and operational oversight for the Medicaid Data Warehouse, and design, development, evolution and maintenance of systems related to the New York State of Health (NYSOH) and the Medicaid. The Division Director will ensure that OHIP systems comply with Center for Medicare and Medicaid Services requirements. Specific duties include: Developing implementation plans and overseeing system changes for DOS systems based on policy changes as identified by OHIP Executive staff, Medicaid Enterprise System roadmap and other OHIP Divisions through governance processes; Overseeing the implementation security policies of Medicaid systems and a security team to ensure compliance with State and Federal security and privacy laws and policies including the NIST cybersecurity framework, CMS requirements and New York State IT policies; Developing and overseeing DOS system procurements related to DOS systems and ensure alignment with the MES transformation roadmap in coordination with OHIP Administration; Directing, managing, and overseeing eligibility and enrollment systems assuring that systems are designed, developed, implemented and maintained appropriately and efficiently for all users and implement plan for consolidation of systems over time in alignment with OHIP objectives; Managing governance processes and coordination with other divisions to identify issues impacting Medicaid and NYSOH as a result of State and federal legislation, policy and procedures, reporting requirements and proposed changes in service delivery; Working with OHIP Managers and DOH Executive staff as necessary to resolve outstanding issues; Overseeing and implementing system changes to ensure that OHIP systems are compliant with all aspects of State law, HIPAA, and federal security and privacy regulations and ensure compliance with federal funding requirements; Representing OHIP in meetings and negotiations with federal authorities, DOH Executive staff, NY control agencies such as the Division of the Budget, Office of State Comptroller and the Office of Information Technology Services, as well as provider organizations and local departments of social services. Minimum Qualifications Bachelor’s Degree and nine years of relevant experience. Four years of experience must have been at a managerial level. Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience. Preferred Qualifications: Strong knowledge of Medicaid systems (eMedNY, Medicaid Data Warehouse, eligibility and enrollment systems) and CMS requirements. Familiarity with NIST cybersecurity framework, HIPAA, and state/federal security and privacy laws. Experience with enterprise data warehouses, eligibility/enrollment systems, and claims processing systems. Demonstrated ability to oversee IT governance, system compliance, and vendor/contract management.
