Position: Director of Treasury (Finance) The Director of Treasury is a strategic financial leader responsible for managing the organization's treasury operations, including cash flow forecasting, debt issuance and administration, investment portfolio management, and banking relationships. This position ensures optimal liquidity, capital planning, and risk mitigation while aligning financial strategies with the organization's long-term goals. DUTIES & RESPONSIBILITIES: Essential: Oversee all aspects of the organization's debt portfolio, including planning, issuance, compliance, and reporting. Develop and execute long-term capital financing strategies to support infrastructure, operational, and strategic initiatives. Collaborate with financial advisors, bond counsel, and underwriters on structuring and issuing bonds or other financing instruments. Ensure compliance with all applicable federal, state, and local debt regulations, including post-issuance reporting and continuing disclosure. Monitor debt service schedules, covenants, and refinancing opportunities to minimize interest costs and maximize financial flexibility. Manage the organization's investment portfolio in accordance with approved policies, risk parameters, and statutory requirements. Monitor market trends and recommend investment strategies to optimize return on idle cash while ensuring liquidity and capital preservation. Prepare regular performance reports and ensure compliance with applicable investment statutes and internal policies. Coordinate with external investment advisors, custodians, and banking partners as needed. Lead day-to-day treasury operations, including cash management, short-term borrowing, bank reconciliations, and fund transfers. Maintain accurate cash flow forecasting to ensure liquidity for operating and capital needs. Optimize banking structures and relationships to support operational efficiency and fraud prevention. Oversee implementation and use of treasury technologies and platforms to enhance automation and data visibility. Serve as a key advisor to executive leadership on treasury-related matters and long-term financial planning. Lead and mentor treasury and finance staff, fostering a high-performance, accountable team culture. Recruit staff to include interviewing, hiring, assigning work, training, coaching, and counseling ensuring consistent application of Employee Guidelines, processes, and procedures. Conduct performance reviews and hold employees accountable for optimal performance of their responsibilities. Support financial audits, credit rating agency reviews, and the development of the annual budget and financial plan. Maintain strong relationships with external financial institutions, regulatory bodies, and internal stakeholders. Other: All job-related duties as assigned. QUALIFICATIONS: Bachelor's degree in Finance, Accounting, Economics, or a related field (Master's degree or MBA preferred). Certified Treasury Professional (CTP), Chartered Financial Analyst (CFA), or related certification is a plus. Minimum 8 years of progressively responsible experience in treasury, finance, or corporate finance roles. Direct experience managing debt issuance and investment portfolios, preferably in a public sector or capital-intensive environment. Strong knowledge of public finance, cash flow forecasting, and investment strategies. Proficient in financial systems and treasury management software. Excellent analytical, communication, and leadership skills. KNOWLEDGE, SKILLS & ABILITIES: Preferred technical knowledge as it pertains to the Debt, Investment, Treasury function, revenue collections and revenue systems operation. Ability to compile, analyze and interpret complex data. Proficiency in contract administration pertaining to scopes of work, independent cost estimates and specifications. Proficiency in budgetary processes and requirements pertaining to the development and administration of a multi-million-dollar budget. Strong leadership skills. Proficient with Microsoft Office Suite. Effective communication skills, both oral and written. Sound judgment and decision-making ability. Effective time and workload management, including planning, organizing, and prioritizing with attention to detail.
