The Total Rewards Director (Director) is responsible for planning, designing, implementing, administering and evaluating a comprehensive Total Rewards strategy and programs for the County. Total Rewards programs include, but are not necessarily limited to: compensation plans; position classifications, insurance and savings plans for medical, dental, vision, life, disability, etc.; retirement plans and NC Retirement System participation; vacation and holidays; wellness programs; tuition assistance; health and fitness perks; professional development; and reward programs. The intent of these programs is to attract, motivate, and retain a diverse group of dedicated employees.

The Director reports to the Deputy Director of Human Resources and is a member of the HR Leadership Team. Direct reports to the Director include the: Classification & Compensation Manager; Benefits Manager; and Sr. Employee Engagement Consultant. The Director provides leadership to a team of 12 employees.
Responsibilities Essential functions include, but are not necessarily limited to: Plan, design, implement and administer a comprehensive Total Rewards program, as described above, that is aligned with the County’s philosophy, objectives, and budget guidelines. Provide strategic and tactical oversight of the Total Rewards Department Ensure that compensation is market competitive, equitable, cost effective, and used effectively to attract, motivate, and retain employees. Perform ongoing evaluation of the Total Rewards programs to ensure market competitiveness while assessing the effectiveness of existing policies, guidelines, procedures, and their cost effectiveness. Recommend program revisions and new programs which are cost effective and aligned with market trends, best practices, and the County’s objectives. Lead the development in implementation of program revisions and new programs. Develop comprehensive communication strategies, activities, and training materials related to Total Rewards programs and initiatives. Determine and implement metrics to assess and monitor the effectiveness of ongoing Total Rewards programs and new initiatives. Gather stakeholder feedback and input for new initiatives; partner with Budget, Finance, IT, and other HR Centers of Excellence on cross functional teams to execute plans and forecast the costs and impact of new initiatives. Provide expertise and guidance to other HR team members, departments, and external agencies regarding all Total Rewards programs.
Qualifications Strong preference for at least seven years of professional-level experience in HR including compensation, including two years of supervisory experience. Experience in HR with a local government entity is desired but not required. Bachelor’s degree in business administration, Human Resources, Public Administration, Finance or a related field. Appropriate HR Certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP, CCP, CBP, CEBS, etc.). A combination of relevant education and relevant experience will be considered. May require a valid North Carolina or South Carolina Driver’s License (or the ability to obtain one).
Knowledge Significant knowledge of compensation strategies/plans, position classification systems, and comprehensive employee benefit plans. Sound managerial principles. Strategy development principles and procedures. Applicable federal, state, and local laws, rules, and regulations. Reliability and validity of human resource techniques. Needs assessment principles. Project re-engineering principles and project management practices. Research and statistical techniques and principles. Mediation and conflict resolution principles. Complex HR program management principles, practices, methods, and procedures, especially compensation and classification systems. Budgetary principles.
Skills: Monitoring and evaluating employees. Prioritizing and assigning work. Developing and implementing organizational policies and procedures. Evaluating HR Total Reward programs. Interpreting and applying applicable laws, rules, and regulations. Managing change and sensitive topics. Assessing needs. Preparing complex documents related to all facets of Total Rewards programs.
