Overview The Director, Strategy & Analysis and Contract Operations is responsible for directing and conducting pricing analysis of government policy and evaluating pricing strategy impact on pipeline and in-market portfolio products. Works cross functionally to develop WAC and associated contracting strategy for pre-market products. This role directs all contract operations including GTN forecasting, government price reporting, and rebate invoice validation and payment operations.
This role leads an operations team and oversees a third-party vendor, while working cross functionally to ensure achievement of business objectives and compliance with all relevant policies and procedures.
Responsibilities Strategy & Analysis: Develop WAC and contracting strategy for pre-market products; support market access strategies for in-market and pipeline products; partner with Insights & Analytics to assess impact of payer access controls and price on in-market and pre-market products; model/assess policy scenarios with Government Affairs and evaluate financial impact to Otsuka.
Contract Operations: Oversee rebate invoice processing (validation and payment) with oversight of the third-party vendor; oversee Government Pricing operations with a third-party vendor to ensure calculations and processes follow approved policy and procedures, accurate reporting, and timely internal communications; lead State Price Transparency Reporting with a process for monitoring state requirements, developing reports, and ensuring submission and record maintenance; review Government Pricing policy, SOPs and SOX compliance documents, updating as necessary; lead GTN forecasting to support budget/forecast processes and assess strategic scenarios; establish KPIs to track operations performance.
People Management: Lead a team to achieve goals while ensuring policy compliance; develop and improve team skills through formal training and ongoing feedback, ensuring continuing education in customer and market knowledge and supporting career development.

Qualifications Knowledge/Experience and Skills:
Minimum 10+ years of pharmaceutical industry, Market Access, or payer experience
Thorough understanding of US healthcare economics, pricing, and reimbursement drivers
Deep understanding of the US pharmaceutical value chain and business processes
Extensive experience in healthcare contracting and knowledge of GPO/PBM/National and Regional Health Plan business models, Medicare Part D/B, 340B, and evolving market landscape
Knowledge of patient access, launch excellence, marketing and business processes; strong government pricing knowledge
Financial acumen with forecasting and modeling abilities
Ability to navigate complex customers and drive cross-functional collaboration
Excellent communication and executive presentation skills
Ability to create solutions for complex processes and procedures
Inspirational leadership with self-awareness, curiosity, and empowerment of others
Emotional intelligence, adaptability, creativity in solution-oriented ideation; results-oriented and agile mindset
Proficient in Microsoft Office, especially PowerPoint and Excel
Education Bachelor’s degree or equivalent required; MBA or equivalent preferred

Minimum salary range: $164,530.00 – $245,985.00 plus incentive opportunity. The final pay is determined by experience, skills, and internal comparisons. This range is intended for the United States.
