Position Summary: HTC Global Services is seeking a highly motivated and experienced Senior Sales Executive to drive growth within our State and Local Government Business Unit. This individual will be responsible for identifying, developing, and closing new business opportunities for HTC’s full suite of IT professional services, outlined below. The ideal candidate has deep experience navigating the complexities of state and county procurement processes, strong buyer/influencer relationships, and a demonstrable track record of exceeding revenue and margin goals.
Key Responsibilities:
Develop and execute a go-to-market strategy to sell IT services to State, County, and Local Government clients.
Build and nurture executive-level relationships within government agencies, departments, and procurement organizations.
Manage the entire sales lifecycle—from lead generation and qualification through proposal development, negotiation, and deal closure.
Work closely with pre-sales, solution architects, delivery teams, and proposal managers to create compelling RFP responses and client presentations.
Proactively identify upcoming procurements and bids, as well as required/appropriate contract vehicles.
Work with Public Sector/Practice Leadership and Marketing to identify, strategize for, and attend Conferences, Summits and other events that will increase HTC’s visibility and credibility in the marketplace.
Maintain a robust (3-4X) pipeline and achieve annual sales targets and margin goals.
Stay informed on government technology priorities, budget cycles, and compliance requirements.
Required Qualifications:
10–15 years of successful enterprise IT services sales experience, with at least 7 years focused on the State & Local Government market.
Demonstrated success selling professional services in areas such as:
Application Development and Modernization
Data Analytics and AI solutions
Quality Assurance, Engineering and Testing Services
Grants Management Platforms
IT Staffing
Document Digitization and BPO Services
Deep understanding of Public Sector procurement processes and buying cycles.
Established and accessible network of decision makers/buyers/hiring managers and influencers in key U.S. states and counties.
Ability to sell to all levels of client organization.
Proven track record of closing large ($1M+ ACV) IT deals.
Fundamental understanding of the competitive landscape and the ability to concisely articulate value differentiators.
Dedicated self-starter that does not require micromanagement, but is self-aware enough to realize when help is needed or required.
Strong negotiation, communication, and consultative selling skills.
Team selling mindset.
Ability to travel as needed.
Preferred Qualifications:
Experience working with or competing against Tier 1 IT vendors.
Familiarity with CRM tools, proposal management processes, and government procurement portals.
Bachelor’s degree in business, technology, or related field (MBA a plus).
