Objective / Purpose
Under the supervision of the Chief Program Officer (CPO), the Director of Outpatient and Substance Use leads and oversees all aspects of outpatient mental health and substance use programs. This includes the development, implementation, and evaluation of both clinical and administrative strategies to ensure high-quality, compliant, and effective service delivery.
1.0 Administrative and Program Supervision
Directs programs serving individuals with mental health and substance use disorders.
Ensures alignment with community needs, quality measures, and regulatory standards.
Conducts utilization and management audits to support compliance with Designation and DSU requirements.
Oversees quality improvement efforts across Mental Health, SUD, Care Coordination, and Community Prevention/Treatment services.
Supervises program operations and provides leadership for staff, systems, and supervisory structures.
2.0 Leadership
Collaborates with the CPO and Senior Leadership Team to support the UCS Strategic Plan and Organizational Goals.
Leads initiatives to advance the UCS mission and implement strategic priorities.
Promotes innovation and continuous improvement across all assigned programs.
3.0 Liaison and Networking
Serves as UCS liaison to community agencies, government partners, and funding entities.
Builds and nurtures partnerships to strengthen service coordination and resource sharing.
Represents UCS in regional and state-level discussions and collaborations.
4.0 Clinical Supervision
Provides weekly clinical supervision to a small group of therapists, based on clinical expertise.
Reviews and signs clinical documentation, case reviews, and other therapeutic paperwork.
Ensures adherence to clinical best practices and regulatory standards.
5.0 Specialty Consultation, Training, And Psychotherapy Services
Offers targeted consultation and specialty training (e.g., Employee Assistance Programs).
Delivers psychotherapy services on a limited basis, based on organizational needs and availability.
Engages with external agencies and clients to enhance community mental health and wellness.
Educational-Experience- Credential Requirements
MA, MS, or MSW in behavioral health. Minimum 5 years experience in the field and 3 years of leadership and supervisory experience. Licensed or on track to licensure. Windows skills, both typing and navigating, e-mail usage.
