DIRECTOR OF PUBLIC FUNDING & GRANTS Your Impact The Director of Public Funding and Grants (DPFG) plays a vital role at Habitat Greater San Francisco (HGSF). This position oversees and plans organization-wide public funding, developing grant strategies to support various programs and needs. The Director works with the public funding team to write grant requests, secure governmental grants, and obtain investments for affordable homeownership production, acquisition, and preservation. Additionally, the Director is responsible for identifying new funding sources and ensuring compliance with all public funding requirements. External partnerships are key to HGSF's success. The Director will develop strategies to build and maintain strong relationships that are innovative, inclusive, and results driven. Reporting to the Chief Development Officer, DPFG will collaborate closely with Real Estate Development, Home Preservation, Finance, Homeownership & Community Engagement, Construction, and Fund Development. Cross-departmental collaboration is essential to executing our core business and driving growth, impacting a significant portion of Habitat Greater San Francisco's budget.
Primary Responsibilities Public Grants Strategy and Awards (45%) Lead efforts to secure federal, state, and local government funding for all HGSF programs, ensuring compliance with funder requirements, including affordability levels, allowable expenses, and terms. Collaborate with CFO and legal counsel to negotiate and finalize loan and grant agreements for public financing. Track and maintain funding calendars by agency and program, ensuring deadlines for registration, application submission, billing, and fund recovery are met. Coordinate with HGSF teams (Real Estate, Home Preservation, and other program staff) to assemble program narratives, budgets, and other data for new and renewal public funding applications, ensuring timely submission. Oversee and manage the establishment of compliance requirements for all awarded funding, ensuring timely submission of reports and documentation. Maintain strong stewardship of current government grants and awards by ensuring all requirements are met ahead of deadlines. Partner with senior leadership (CEO, CFO, CDO, VPs) to drive fundraising across public and private funding sources. Identify and present new public funding opportunities across HGSF's program areas to support growth and impact. Prepare and assemble all required documents for grant applications, including organizational information, financials, and letters of support. Review proposals for accuracy, compliance, and alignment with funder requirements. Submit grant applications on time and maintain records of all submissions. Prepare and submit timely and accurate progress and final reports to funders. Maintain records of grants, including reporting deadlines, financial tracking, and communications with funders.
Organizational Leadership, Reporting, & Inter-Departmental Support (30%) Lead the preparation of public funding reports for the executive team, board, subcommittees, potential funders, and other stakeholders, ensuring clear communication of funding progress and impact. Supervise and manage the Public Funding team, providing direction and support for applications, reports, reimbursements, and project management tasks. Develop and implement internal processes and procedures to ensure projects remain compliant with funding contracts and obligations, driving efficiency and accountability. Cultivate and maintain relationships with jurisdiction staff across the HGSF service area, advancing financial support and fostering long-term partnerships. Provide ongoing support throughout the sales process, ensuring successful project close-out and smooth transitions from funding to execution. Foster a collaborative and growth-oriented team environment, emphasizing continuous learning, accountability, and professional development, including growth from challenges and setbacks.
Grant Management for Corporate and Foundation Sources (15%) Partner with fellow Fund Development staff focused on engaging Corporate and Foundation prospects on strategies to secure sponsorships, grants, donations, and other forms of financial support. Collaborate on shared operational practices and look for process improvements across public, corporate, and foundation grant management procedures. As capacity allows, manage the production of corporate and foundation grant applications, reporting, and deliverables tracking, with a focus on restricted grant applications that include more detailed responses and come with more complex reporting requirements once awarded.
Other Duties as Assigned (10%) Collaborate with project managers, subdivision processors, Homeownership & Community Engagement staff, and HOA consultants to manage the filing of applications and obtain Subdivision Public Reports from the CA Dept of Real Estate for HOA creation. Provide support across the real estate development process, including financial analysis, feasibility studies, development management, marketing and sales, and project close-out, as needed. Lead all public financing efforts for new construction projects, developing a comprehensive public funding plan, including identifying sources, uses, timing of applications, disbursement schedules, and award terms.
Minimum Qualifications Minimum of 10 years relevant work experience Bachelors degree or equivalent Knowledge of and experience with local, state, and federal housing financing programs: including HUD and CA HCD programs, local county programs, AHP, HOME, CDBG, local government, and/or low-income housing programs Ability to work with shifting priorities and meet multiple deadlines, with minimum oversight Ability to work independently while also contributing to a team environment Proficiency with Microsoft Office programs, databases, and software Excellent written and oral communication skills, with strong attention to detail Excellent organizational and prioritization skills; ability to manage an unpredictable workflow and possess the flexibility to respond thoughtfully and quickly Strong relationship builder across diverse stakeholders, including government representatives Must be able to travel as need through the tri-county service area ( SF, Marin, San Mateo) Must be able to pass background check ( In accordance with state and county law: convictions do not necessarily rule out employment, it depends on the nature and severity of the conviction and is evaluated on a case by case basis, check is conducted on last 7 years only.) Preferred Qualifications Experience with the CA Department of Real Estate Experience seeking and securing a significant public funding portfolio Experience with strategy development and execution Track record of project management Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. Physical Demands This is a largely sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets, and stand or bend as necessary. Must be able to travel within HGSF's service a Benefits Compensation for this role is competitive, DOE.
