About the Role
The Company is seeking a Director of Personnel to serve as its Chief Human Resources Officer. This key leadership role is responsible for the strategic oversight of all HR functions, including HR policies, business partnerships, compensation and benefits, employee development, labor relations, and fostering an inclusive workplace. The successful candidate will be the steward of the civil service system, supporting a diverse workforce and leading the City’s HR team with a focus on results and a strong workplace culture. The Director will also serve as the City’s chief negotiator for collective bargaining agreements and must be adept at working in a political environment with multiple stakeholders.
Applicants for the Director of Personnel/CHRO position at the company should have a bachelor’s degree in a relevant field, with a master’s degree or Juris Doctorate preferred. A minimum of 5 years' professional experience in HR or personnel administration, with at least 2 years in public sector HR leadership, is required. The ideal candidate will have a proven track record in collective bargaining, labor negotiations, and a strong understanding of modern public personnel practices and applicable laws. Certification in HR is highly desirable. The role demands a leader with effective communication, negotiation, and interpersonal skills, who can demonstrate integrity, professionalism, and accountability, and who is adept at strategic thinking and problem-solving in a dynamic, high-profile environment.
