The Deputy Director of Operations serves as a senior leader within the Office of Procurement and Property Control at Morgan State University. This position is responsible for overseeing the day-to-day execution of procurement operations, ensuring compliance with state regulations, and driving process efficiency across all purchasing and contracting activities. The role provides strategic support to the Executive Director of Procurement by managing staff, coordinating high-volume contract actions, and leading operational improvements. In addition to managing workflow and internal controls, the Deputy Director plays a key role in vendor management, procurement planning, and staff development, offering coaching and mentoring to build a skilled, performance-driven team. The position ensures that procurement operations align with institutional goals, particularly in supporting infrastructure growth, promoting small business utilization, and advancing the University’s 10-Year Strategic Plan. About the Role The Deputy Director of Operations serves as a senior leader within the Office of Procurement and Property Control at Morgan State University. Responsibilities Directs and monitors daily procurement workflows, including purchase requisition reviews, solicitations, contract execution, and purchase order issuance. Provides direct supervision, coaching, and performance evaluation of procurement analysts and buyers. Develops and implements sourcing strategies, contract planning calendars/process improvement initiatives. Reviews contracts for legal compliance and financial terms prior to final execution. Serves as a point of contact for the escalation of procurement concerns, vendor disputes, and departmental inquiries. Prepares procurement metrics, dashboards, and audit documentation. Assists in the development and revision of procurement policies, SOPs, and workflow documentation. Perform other duties as assigned. Qualifications A bachelor’s Degree is required from an accredited university. Required Skills In-depth understanding of procurement regulations, policies, and procedures, particularly within a higher education environment, including public sector or government procurement laws. Strong ability to negotiate terms with vendors and suppliers to ensure favorable pricing, delivery schedules, and service levels. Skilled in monitoring and controlling project and procurement budgets to ensure financial efficiency and compliance with university policies. Ability to resolve procurement challenges quickly and efficiently, including supply chain disruptions, contract disputes, or vendor performance issues. Ability to manage multiple procurement projects simultaneously while meeting deadlines and university procurement guidelines. Preferred Skills 10 Years of experience in procurement.
