SUMMARY: The Director of Membership Services is responsible for all aspects of PIIC membership services including developing, planning, budgeting, organizing, coordinating and attending programming, activities and related events. The following departments fall under the authority of Membership Services: Dakota Language and Culture, Education, Enrollment, Activities, Communications, and Committee Coordination.
The Membership Services division's oversight and accountability includes all facets of the daily operations, including, but not limited to, quality assurance; staff supervision and development; active monitoring; fiscal accountability; and comprehensive planning, organizing, scheduling, directing, and coordinating all the activities of the division.

DUTIES AND RESPONSIBLITIES:
The following duties and responsibilities are not meant to be all inclusive and may be adjusted to meet operational needs.
Advances the strategic goals and objectives through departmental initiatives in alignment with PIIC's Vision, Mission, and Values
Develops and coordinates Membership Services staff development programs and management training in relation to the strategic plan.
Strategically evaluates and advises on the expansion and builds out of divisional staffing programs based upon needs of the membership. Consults with program managers to assure community input is an integral part of the process
Monitors and reviews work of third-party contractors to assure project advancement and compliance with funding and performance measures.
Monitors grant reporting to ensure division grants are in compliance with grantor agencies requirements including narratives, reporting and compliance
Oversees budget and management of division resources; provide input and recommendations for departmental and division budget to fund existing and new program services. Maintains manual and computerized records and the preparation of monthly, quarterly, and annual reports as needed or deemed necessary to ensure accountability in the administration of the applicable programs, services, functions, and activities.
Oversees the development of strategic plans for Membership Serivces' individual programs in collaboration with program management and ensuring the plans are aligned with PIIC's overall strategic plan.
Consults with program managers and office support staff to create goals, timetables, reporting procedures and resource allocation
Works in consultation with the communications department on relevant messaging that affects PIIC, the division or departments. Collects, reviews and distributes departmental publications and communications to PIIC staff and Tribal Membership
Assists with compiling the annual PIIC calendar and monthly activities calendar for publication to the PIIC Info website.
Develops a smart and effective plan for social media outlets, including, but not limited to, Facebook, Twitter, Tumblr, blogs and the Google suite of products. Coordinate with and support administration with the day-to-day implementation of social media plan.
Directs and/or assists staff with departmental programs including youth, elders, education, community and tribal events.
Development and implementation of policies, procedures and/or processes to provide direction and/or comply with mandated requirements.
Supports PIIC Tribal Administration to further PIIC educational, professional, educational and cultural programming.
Ensures all activities conforms to Tribal policy and applicable laws.
Attends event meetings while aiding and guiding pre-planning process.
Collaborates with other Tribal agencies and businesses as a representative of PIIC to establish partnerships for special functions as determined by the Tribal Administrator.
Other duties as approved and assigned by the Tribal Administrator.
MINIMUM QUALIFICATIONS: Bachelor's degree in communications or related field is required. Progressive supervisory experience is preferred, and consideration will be given to advanced degrees in related fields. An understanding of tribal member programs and services is required.
Minimum of ten (10) years of progressive supervisory experience
Ability to maintain strict standards of confidentiality
Excellent written and verbal communication skills
Proficiency in using a computer and common computer software programs (e.g., Microsoft Word, Excel, Outlook, PowerPoint and Teams)
Ability to manage departmental budget and control labor expenses
Ability to work independently and effectively with minimal supervision
Successful experience working in a team setting
Sensitive to Native American Culture
Valid driver's license and proof of insurability
Pass drug screen (UA) and a federal criminal background check in compliance with the Indian Child Protection and Family Violence Prevention Act and the Adam Walsh Child Protection and Safety Act
PHYSICAL DEMANDS: * Position requires repetitive use of fingers, hands, wrist in job related duties, i.e. telephone, computer. Complete range of motion, including fine motor skills and tactile sense of both hands.
Must be able to sit for long periods of time with occasional amounts of standing or walking
Must have the ability to lift and carry up to 25 pounds
REQUIRED TRAINING: Harassment training
Any position-related training as determined by Tribal Administrator
WORKING ENVIRONMENT: Work is performed primarily in an office setting, but may include occasional outdoor activities
