Director of IT Infrastructure Operations

San Francisco, CA • $224,000 – $247,000 per year.

Responsibilities

  • Directs information systems operations and activities, including approval of project plans, resource allocation and selection, project budgeting, timelines and goal setting.
  • Directs and oversees contractor and District staff in the IT infrastructure operations, information security, system architecture development and web development, including development, review and compilation of quality control of finished products, automated testing, user acceptance testing and information systems deployment.
  • Oversees the information system, development process using appropriate workflow methodologies, including but not limited to agile and waterflow methods of project execution.
  • Directs the preparation of request for proposals (RFP) for information technology related items such as software development, infrastructure development and maintenance, information security and network support and web resources, software development, architecture development and technical support, including interviews and selection of contractors; negotiation, review and approval of contracts; contractor selection and oversight; technical review of RFP documents; review of contracting documents; review of status reports and project plans; review of developed software products; review of quality control and recovery procedures for data and software developed.
  • Provides technical assistance to other divisions and offices in the development of software products.
  • Directs, plans, monitors, and evaluates the goals, operations, policies, procedures and work standards of a division or office.
  • Plans, organizes, administers, reviews and evaluates the activities of assigned staff; coaches assigned staff to improve performance.
  • Selects personnel and provides for their training and professional development. Provides technical and managerial direction to District staff and others.
  • Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major agency priorities.
  • Monitors and evaluates the effectiveness and efficiency of the division's or office's operations, organizational structure, staffing levels, systems, and other internal policies and procedures; recommends alternative approaches and implements changes.
  • Represents the District at meetings with the public, industry and other agencies; serves as the liaison for the agency.
  • Plans, develops, implements or directs major or complex projects or programs; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action.
  • Directs and oversees the preparation and administration of the division's or office's budget.
  • Develops and presents technical, policy, operational or administrative issues and recommendations to the District Board and executive management.
  • Receives and analyzes division and agency reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and evaluate processes.
  • Assists in the identification, development and implementation of agency goals, objectives, policies

Minimum Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, Engineering, or a related field. Master’s degree preferred.
  • 15+ years of progressively responsible experience in information systems management, with at least 5 years in a leadership or director-level role.
  • Experience in managing complex IT operations, infrastructure, and development projects in both public and private sector environments.
  • Demonstrated experience leading large-scale infrastructure, security, and software development initiatives.

Technical Skills & Knowledge

  • Microsoft Azure – including identity management, cloud infrastructure, and Azure-based networking solutions.
  • Cisco networking technologies – routers, switches, firewalls, VPNs, and enterprise-grade network security.
  • Microsoft Office 365 – including Exchange Online, SharePoint, Teams, and endpoint management via Intune.
  • Network architecture and administration – WAN/LAN design, load balancing, DNS/DHCP, and network monitoring tools.
  • Knowledge of information security best practices, cybersecurity frameworks, and compliance standards (e.g., NIST, ISO, HIPAA).
  • Experience with ITIL or similar IT service management frameworks.
  • Demonstrated success in directing cross-functional IT teams and external contractors, including task assignment, goal-setting, and performance evaluations.
  • Strategic planning and budgeting experience, including oversight of multi-million-dollar IT projects and operating budgets.
  • Experience overseeing quality assurance processes, including automated testing, user acceptance testing (UAT), and release management.
  • Excellent verbal and written communication skills, including the ability to present complex technical topics to non-technical stakeholders and executive leadership.
  • Strong project management skills and ability to deliver outcomes on time and within budget.
  • Proven ability to drive innovation and continuous improvement in IT operations and service delivery.
  • Skilled in stakeholder engagement, conflict resolution, and fostering interdepartmental collaboration.
  • Commitment to staff development, coaching, and performance enhancement.

Compensation

Compensation depends on experience but is typically between $224K‑$247K.
