Job Description: The Director of Information Systems Projects and Vendor Management will oversee the planning and implementation of the San Francisco Department of Public Health’s enterprise systems/applications strategy.

The Director guides analyst teams, manages vendor partnerships and contracts, and delivers measurable results that support the Department’s mission. The Director oversees critical systems, including electronic health records, public health systems, and business tools, and collaborates with peers responsible for networks, infrastructure, hosting, and enterprise reporting and data management.

Responsibilities

  • Serves as the primary IT division lead for contracts and vendor management; negotiates contract terms, assesses and accepts risk, and monitors compliance with agreements.
  • Develops and implements division goals, objectives, policies, and priorities; determines service levels and resource allocation.
  • Plans, organizes, directs, controls, and reviews the operation of major departmental functions and activities.
  • Engages in learning new industry trends, EHR updates, federal, state, and local initiatives that would affect defined requirements.
  • Communicates regularly with executive-level management regarding the Department's activities and coordination of efforts with other City departments in addressing the needs of the City.
  • Represents the Department before legislative boards, outside organizations, the Mayor’s Office staff, the media, and community stakeholders; provides consultation and advice to boards, committees, and representatives from federal, state, and local agencies.
  • Manages cross-team relationships with entity staff, affiliate and partner resources, and IT teams to identify and respond to risks and opportunities, monitor project progress, and ensure deliverables are produced on schedule.
  • Manages the EHR program budget, including forecasting, monitoring expenditures, and ensuring the project remains within budget and scope; authorizes invoices and purchase orders.
  • Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.
  • Tracks competing projects and identifies risks, developing mitigation strategies to address resource conflicts and potential impacts on timelines.
  • Evaluates the efficiency and effectiveness of the department’s organizational structure, staff assignments, service levels, and administrative systems; identifies opportunities for improvement and implements solutions to enhance performance.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university;
  • Six (6) years of managerial experience overseeing IT systems delivery and management, of which all must include supervising professionals.

Desirable Qualifications:

  • Eight (8) years of experience in Information Technology leadership
  • Experience managing large teams (25+) in a complex, integrated environment
  • Experience with Electronic Health Record (EHR) applications; Epic experience
  • Experience with systems contracts and applicable laws (i.e. HIPAA, 21st Century CURES Act, California Assembly Bill 133, etc.) and regulations relative to data sharing in healthcare environments
  • Experience and working knowledge of hospital, skilled nursing facility, primary care, public health, and jail health-based processes and procedures
  • Strong knowledge of and experience in creating the end-to-end processes which drive successful communication across information systems
  • Experience in project management and process leadership (i.e., experience directing large, integrated projects across teams)
