The Director of Facilities is responsible for overseeing the maintenance, repair, and efficient operation of all school district buildings, grounds, and facilities. This role ensures that school facilities are safe, clean, and compliant with all local, state, and federal regulations. The director manages custodial and maintenance staff, coordinates capital improvement projects, and develops strategies for sustainability and energy efficiency.
Supervisory Responsibilities:

Duties and Responsibilities: (Including but not limited to)
Budget and Resource Management:
● Work closely with the Director of Administration (DOA) to prepare and manage the facilities and operations budget, ensuring cost-effective use of resources.
● Work closely with the Director of Administration (DOA) to monitor and control expenditures related to maintenance, repairs, utilities, and capital improvement projects. Director will be responsible for obtaining quotes/estimates, inputting requisitions through the electronic ERP system, and communicating clearly with the Administration team on all expenditures.
● Oversee procurement of supplies, equipment, and develop service contracts and secure competitive bids in compliance with district policies and regulations.
Capital Improvement and Planning:
● Develop long-term facility planning, including capital improvement projects, renovations, and new construction.
● Work with architects, contractors, and vendors to oversee facility upgrades and construction projects.
● Identify funding opportunities, including grants and state/federal programs, to support facility improvements.
Emergency Preparedness and Risk Management:
● Develop and implement emergency preparedness plans related to facility operations (example; inclement weather, security threats, equipment failures).
● Conduct early morning inspections of school facilities and district roads during inclement weather. Assess road conditions, bus safety, and facility accessibility. Coordinate with utility vendors as necessary.
● Consult with the Superintendent regarding potential school delays or closures due to weather conditions.
● Ensure compliance with workplace safety regulations and training for maintenance and c custodial staff.
● Collaborate with school administrators, local emergency services, and other stakeholders to enhance school security and safety protocols.
● District contact for police, fire, and EMS, for school and local emergency planning.
● Oversee emergency shelter operations
● Coordinate staffing needs for preparedness and emergency response.
Energy Management:
● Monitor electric, water, and gas usage to identify inefficiencies and inconsistencies.
● Procuring pricing and contracts for utility services.
● Identify funding opportunities for energy efficiency and building upgrades such as RI Energy program opportunities.
● Meet with school and local stakeholders for energy efficiency initiatives.
Facilities Management:
● Oversee the daily maintenance and operations of all school buildings, grounds, and facilities.
● Ensure compliance with local, state, and federal building codes and safety regulations.
● Manage custodial staff and ensure cleanliness and sanitation standards are met.
● Conduct regular inspections and audits of facilities to identify and address any deficiencies.
● Develop and implement preventive maintenance programs for all buildings, equipment, and mechanical systems.
● Coordinate the preparation of playing fields, grounds, and other necessary facilities for athletic and other school activities and community events.
Operations and Staff Supervision:
● Responsible for supervising custodial, maintenance, and facilities personnel. This includes interviewing and making hiring recommendations for staff in these areas.
● Provide training and evaluating staff performance to ensure that operational standards are met and maintained.
● Ensure adequate staffing levels and oversee work schedules and work order systems for efficiency and effectiveness.
● Develop and enforce operational procedures and best practices for facility use and maintenance.
● Collaborate with school administration to support faculty needs for academic and extracurricular programs.
-Collaborate with the Director of Administration on maintaining, cleaning, and monitoring all district vehicles; including but not limited to registrations, inspections, repairs, maintenance of normal wear and tear, and sanitizing regularly.
-Collaborate with DOA in drafting RFP's and managing BidNet process for Services i.e. Trash Removal, Boiler Cleaning to include monitoring State MPA and MHEC lists.
-Follows all school district policies and procedures
-Complete all training or professional development required by the district
-Perform other duties as required.

Strong knowledge of building maintenance and custodial operations in addition to a basic knowledge of commercial electricity, carpentry, plumbing, and heating.
Knowledge of all major building systems including heating, ventilation, air conditioning and handling, plumbing, electrical, security, and lighting
Considerable knowledge of materials, methods and equipment used in maintenance of town and school buildings
Knowledge to effectively manage use of facility space, equipment, staff, and contractors
Ability to advise and guide management and direct staff and contractors appropriately on all building maintenance and custodial issues
Working knowledge of all relevant building and fire codes
Working knowledge of all local, state, and federal safety, environmental, and public health laws and regulations
Working knowledge of local and state purchasing policies and regulations, in particular, procurements under RI General Laws.
Ability to manage and negotiate contracts, including collective bargaining agreements
Ability to meet deadlines, handle complex projects, and attuned to complex problem solving
Excellent computer skills including knowledge of web-based work order and maintenance scheduling applications, Microsoft Office, and Google Suite,
Excellent organizational, time management, and communication skills
Ability to listen and consider views of others
Ability to establish and maintain effective relationships with colleagues, staff, subordinates, and community
Ability to work independently
Remains calm, uses good judgement, and thinks of the students, staff, and community while adhering to policies
Education and Experience:
Bachelor's degree in Facilities Management, Engineering (structural or civil engineering,) Business Administration, or a related field (or equivalent work experience).
Minimum of 3 to 5 years of experience in facilities management, operations, or a related field, preferably in an educational setting.
Experience in one or more of the following trades: plumbing, electrical, and/or mechanical.
Experience managing budgets, contracts, and capital projects.
Certifications in Facilities Management (e.g., Certified Building Operator - CBO)
Knowledge of federal and state building construction requirements including building codes, OSHA requirements, and Americans with Disabilities Act.
Knowledge of building and utility construction and maintenance industry practices and standards including procedures and materials.
Knowledge of custodial procedures and best practices for commercial, municipal buildings.
Knowledge or capital planning and budgeting.
Demonstrated ability to establish and manage budgets Demonstrated ability to motivate and supervise staff
Experience in school construction.
Job Requirements:
Maintain a valid driver's license with good driving record
Pass national fingerprint background check
PHYSICAL DEMANDS:
Ability to stand, sit, reach, bend, lift, talk, and hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Ability to tolerate heights. Must be able to regularly lift and carry up to 75 pounds. Must have good hand-eye coordination. Must be capable of operating and/or carrying some equipment for extended periods of time.
Work Environment:
This position requires on-site presence at multiple school locations.
Must be willing to work other than normal working hours and attend required meetings
Must be willing to respond to emergency and service calls which occur outside of normal working hours
