Position Overview
The Director of Early Childhood Compliance & Quality is a visionary leader charged with ensuring that all early learning programs across Heartbeat Music & Performing Arts Academy meet the highest standards of safety, integrity, and excellence. This role is central to maintaining full compliance with California Title 22 and Title 5 regulations, while cultivating a culture of accountability, continuous improvement, and child-centered care. Reporting directly to the CEO, the Director plays a pivotal role in aligning regulatory frameworks with operational practices across multiple sites.
Core Responsibilities
Regulatory Compliance & Oversight
Ensure all programs consistently meet or exceed Title 22 (Community Care Licensing) and Title 5 (California Department of Education) standards
Monitor licensing benchmarks including facility conditions, staff qualifications, child-to-staff ratios, and health/safety protocols
Lead internal audits and coordinate external inspections, resolving citations and corrective actions swiftly and thoroughly
Stay ahead of regulatory changes and proactively implement updates across all sites
Quality Assurance & Program Integrity
Design and manage systems for program evaluation, site monitoring, and performance benchmarking
Lead the Area Child Development Specialists and Site Supervisors to uphold excellence in care, curriculum, and family engagement
Use data analytics to identify trends, address gaps, and drive continuous improvement
Leadership & Capacity Building
Supervise and mentor Area Child Development Specialists and Site Supervisors, fostering clarity, accountability, and professional growth
Lead targeted professional development focused on compliance, safety, and quality standards
Collaborate with the CEO to ensure compliance strategies align with broader organizational goals
Policy Development & Documentation
Draft, revise, and enforce policies that reflect Title 22 and Title 5 mandates
Ensure documentation systems are secure, accurate, and audit-ready
Oversee incident reporting protocols and maintain timely communication with licensing agencies and stakeholders
Qualifications
Master’s Degree in Early Childhood Education.
Must possess a Director's Permit from the California Commision on Teacher Credentialing
Extensive experience in early childhood program operations, with deep expertise in Title 22 and Title 5 compliance
Proven leadership in multi-site management, regulatory oversight, and staff supervision
Strong communication, organizational, and analytical skills
Unwavering commitment to child safety, equity, and excellence in early education

Supervises: Area Child Development Specialist(s), Site Supervisors, Family Services
