Description: The Director of Clinical Programs, Quality, and Learning is a pivotal leadership position responsible for the strategic planning, oversight, and continuous improvement of a diverse portfolio of clinical and behavioral health programs that are distinct from direct clinical service delivery. This role encompasses patient services, and initiatives related to clinical quality, research, evaluation, and community health. Serving as a critical bridge between program management, ancillary services, and population health principles, this Director will drive excellence and innovation across the organization's community health mission. Reporting to the Chief Medical Officer, the Director will play a key role on the leadership team, working in close partnership with Clinical and Behavioral Services leadership team to ensure the delivery of high-quality, patient-centered care and fostering a culture of continuous learning and evidence-based practice.
Duties and Responsibilities: I. Strategic Leadership & Program Oversight: Provide strategic leadership and operational oversight for all clinical and behavioral health programs (e.g., specific disease management programs, chronic care programs, preventive health initiatives), ensuring alignment with the organization's mission, vision, and strategic goals. Work collaboratively with incumbent directors and to support existing structure and goals. [Note: This role does not oversee direct clinical service delivery, which is managed by a separate Clinical Services division.] Oversee the effective delivery and continuous improvement of patient services, including referrals, scheduling, and registration processes, optimizing patient access and experience. In collaboration with respective Clinical Program Directors, lead the development, implementation, and evaluation of new and existing programs, ensuring they meet community needs and adhere to best practices and regulatory requirements. Collaborate with the Chief Medical Officer, Clinical Services leadership, and other leadership team members to identify opportunities for service integration and inter-departmental collaboration, particularly at the intersection of healthcare delivery and public health. Manage program budgets, resources, and staffing effectively to ensure efficient operations and fiscal responsibility. II. Quality Improvement & Patient Safety: Support the development, implementation, and oversight of the organization's clinical quality improvement (QI) initiatives and patient safety programs across all clinical and behavioral health programs and patient services. Establish and monitor key performance indicators for clinical outcomes, patient safety, and service delivery, utilizing data to drive performance improvement. Lead root cause analyses, corrective action planning, and implement strategies to prevent recurrence of adverse events within the scope of programs and services overseen. Ensure compliance with all relevant licensing standards, regulatory requirements (e.g., federal, state, local health departments), and internal policies. Foster a culture of safety, continuous learning, and accountability for quality outcomes among all staff. III. Research, Evaluation & Training: Champion the integration of evidence-based practices into clinical and behavioral health programs. In collaboration with Clinical and other Program Directors, support various research initiatives and evaluation projects Oversee the design, implementation, and dissemination of program evaluations and quality improvement research initiatives to assess effectiveness, identify areas for enhancement, and inform strategic decision-making. Develop and manage a robust professional development and training framework for clinical and program staff, focusing on areas relevant to program delivery, patient services, and quality improvement. Facilitate knowledge translation, ensuring that research findings and evaluation results are effectively communicated and integrated into clinical practice and program design. Cultivate partnerships with academic institutions, public health agencies, and other research entities to advance the organization's mission and contribute to broader public health knowledge. IV. Team Leadership & Development: Directly supervise a team of managers and/or leads responsible for specific program areas (e.g., Clinical Program Coordinators, Quality Manager, Training Specialists, etc.). Provide mentorship, guidance, and professional development opportunities to direct reports and their teams. Foster a collaborative and high-performing work environment that promotes innovation, accountability, and staff engagement. Participate in the recruitment, hiring, and performance management of staff within areas of oversight. V. Stakeholder Engagement & Public Health Integration: Represent the organization in external forums, collaborations, and partnerships related to clinical programs, quality, and public health initiatives. Act as a liaison with community organizations, public health agencies, and other stakeholders to identify community needs and integrate services effectively. Advocate for policies and practices that promote health equity and improve population health outcomes. Requirements: Education and Experience: Bachelor's degree in Nursing (BSN) or a related health field (e.g., Public Health, Healthcare Administration). Highly Preferred: Master's degree in Nursing (MSN), Public Health (MPH), Healthcare Administration (MHA), or a related field. Minimum of 5 years of progressive leadership experience in healthcare, with significant experience in program management, patient services operations, or quality improvement within a community health or similar setting. Minimum of 5 years of direct supervisory experience over professional staff. Knowledge, Skills, and Abilities: Deep understanding of clinical program operations, behavioral health services, and patient service workflows. Knowledge of clinical quality improvement methodologies (e.g., PDSA), patient safety principles, and regulatory compliance (e.g., OSHA, HIPAA). Strong grasp of public health principles, population health strategies, and social determinants of health. Demonstrated experience in program evaluation design, data analysis, and research methodologies. Proven ability to develop and deliver effective training and professional development. Exceptional leadership, communication (verbal and written), and interpersonal skills with the ability to inspire and motivate diverse teams. Ability to think strategically, solve complex problems, and make data-driven decisions. Proficiency in project management and organizational skills, with the ability to manage multiple priorities in a fast-paced environment. Strong financial acumen and experience with budget management. Proficiency with electronic health records (EHR) systems and quality reporting platforms. Commitment to health equity and serving diverse populations. Possess and maintain a valid California driver license. Experience analyzing and compiling reports. Excellent written and verbal communication skills. Knowledge of patient and staff education methods. Knowledge of governing federal, state and local laws, rules, regulations and policies related to nursing, Medi-Cal/CalAIM, patient privacy and consent in a shared care environment. Ability to plan for, organize and manage projects in a dynamic environment. Proficient in computer use, including MS Office and G-Suite. Ability to establish and maintain effective working relationships with those contacted in the course of work.
