Overview The Maryland Department of General Services (DGS) is hiring a Director of Capital Grants (Program Manager IV) to lead the Capital Grants and Loans Program and MCCBL initiatives. This management service position serves at the pleasure of the appointing authority (at-will). Location 301 W. Preston Street, Baltimore, MD 21201 Grade 22 Main Purpose of Job The Director will lead and manage the State of Maryland’s Capital Grants and Loans (CGL) Program and MCCBL Legislative initiatives. Supervise Regional Grant Administrators, Compliance Officers and Administrative Support Personnel who administer bond bills for the University of Maryland Medical System (UMMS), the Maryland Hospital Association (MHA), the Maryland Independent Colleges and Universities Association (MICUA), local jails, and other organizations. DGS Office of Capital Grants oversees a portfolio of 1,400 capital grants valued at over $1.1 billion. Responsibilities Collaborate with the Maryland Department of Legislative Services (DLS), the Maryland Board of Public Works (BPW), elected officials, and other program stakeholders to ensure the accuracy of new bond bills. Provide guidance to grant recipients and their staff to assist in preparing grant agreements, performing contract reviews, and taking reimbursement actions to ensure compliance with program requirements. Oversee the analysis and review of grant applications to ensure projects comply with the specific requirements of each Legislative Bond Initiative. Oversee the preparation of agenda items for approval by the Board of Public Works (BPW). Manage the process that determines the necessity for a technical eligibility review for miscellaneous project costs claimed by a grantee. Establish and maintain accessible systems to provide accurate and timely project status information upon request to DGS executive staff and other state representatives (e.g., Comptroller’s Office and BPW). Demonstrate proficient use of the Grants Management System and serve as the subject matter expert for system design, requirements specifications and implementation, staff training, and related IT infrastructure in partnership with the Office of Information Technology. Minimum Qualifications Education: Bachelor’s degree in Public Administration, Finance, Business Administration, Urban Planning, Civil Engineering, or a related field. Experience: Minimum of 7–10 years of progressively responsible experience in managing public capital grant or loan programs, infrastructure funding, or capital project financing, including 3–5 years of supervisory/management experience. Knowledge: Capital budgeting, grants management, and public financing principles; state and federal funding regulations and compliance requirements; project management methodologies and tools; public procurement and contracting practices. Skills: Strong leadership, strategic planning, and decision-making; excellent communication and stakeholder engagement; ability to analyze complex financial and programmatic data; budgeting and financial oversight; proficiency with project tracking and financial systems (ERP, grants management platforms, Excel). Legal/Policy: Familiarity with state government operations, legislative processes, and administrative procedures; familiarity with COMAR and State Finance and Procurement Regulations. Desired or Preferred Qualifications Advanced Education: Master’s degree in Public Policy, Public Administration, Finance, Urban Planning, or a related field. Specialized Experience: Experience managing infrastructure or affordable housing capital programs; prior work in federal, state, or large municipal government. Certifications: PMP, CPFO, or GPC. Systems Expertise: Experience implementing or managing enterprise-level grants or loan tracking systems. Public Engagement: Experience working with elected officials, community stakeholders, and advocacy groups. Selection Process Please provide complete and accurate information on your application.
