JOB SUMMARY
Reporting to and at the direction of the County Administrator, the Director of Aging Services is responsible for establishing, leading, and managing Washtenaw County’s newly formed Office of Aging Services. This department oversees the implementation, coordination, and evaluation of all initiatives funded by the Older Adults Millage, with a focus on equity, accessibility, and accountability. This role will support quarterly reporting to the BOC through the Administrator’s Office.
The Director will serve as the central point of contact for older adult services within the County, advise the Board of Commissioners and County Administration on aging-related strategies, manage millage-funded contracts, ensure compliance with adopted policy, and champion the well-being of older adults through strategic planning, collaboration, and innovation.
JOB SUMMARY
Reporting to and at the direction of the County Administrator, the Director of Aging Services is responsible for establishing, leading, and managing Washtenaw County’s newly formed Office of Aging Services. This department oversees the implementation, coordination, and evaluation of all initiatives funded by the Older Adults Millage, with a focus on equity, accessibility, and accountability. This role will support quarterly reporting to the BOC through the Administrator’s Office.
The Director will serve as the central point of contact for older adult services within the County, advise the Board of Commissioners and County Administration on aging-related strategies, manage millage-funded contracts, ensure compliance with adopted policy, and champion the well-being of older adults through strategic planning, collaboration, and innovation.
EXAMPLES OF DUTIES Essential Duties:
·Lead the development and operations of the Office of Aging Services and the Older Persons Millage Framework.
·Administer and oversee all contracts funded by the Older Adults Millage, ensuring compliance with BOC priorities, fiscal responsibility, and measurable outcomes.
·Develop and present an annual Older Adults Millage budget and program plan for BOC approval.
·Coordinate the implementation and oversight of core service areas such as nutritional programs, transportation access, senior homelessness prevention, caregiver support, and resource navigation.
·Align office efforts with the Older Adults Needs Assessment, demographic trends, and equity impact analysis to ensure resources reach underrepresented and highest-need older adult populations.
·Oversee the Aging Resource Center to ensure timely, comprehensive support for older adults and caregivers through a centralized phone, email, and digital contact system.
·Lead the development reports, including millage fund expenditures, program performance, and demographic reach across urban, suburban, and rural communities.
·Serve as liaison to the Commission on Aging and Older Persons Millage Review Committee (OPMRC), and provide staff support for associated meetings, reports, and evaluation processes.
·Facilitate and lead outreach campaigns to increase awareness of aging services and resources across Washtenaw County, with emphasis on equity and underserved populations.
·Establish a Transportation Stakeholder Group to improve door-through-door service offerings for clinical, governmental, and essential service access.
·Develop Requests for Proposals (RFPs) for gap-filling and innovative services aligned with aging policy, ensuring cultural competence and geographic equity in service delivery.
·Collaborate with internal departments to enhance older adult services using millage dollars.
·Research, reports, and develops trainings and presentations on relevant areas and topics.
·Oversee administrative operations, including budgeting, hiring, performance management, and procurement for program area.
·Plans, organizes, assigns, directs, reviews, and evaluates the work of staff; oversees selection, training, and professional development of staff.
·Maintains compliance with laws, regulations, and policies.
·Performs related duties and fulfills responsibilities as required and assigned.
EMPLOYMENT QUALIFICATIONS Knowledge, Skills, and Abilities:
·Extensive knowledge of aging services, older adult policy, and service delivery systems, particularly those funded through local millages or federal/state sources.
·Knowledge of regional aging trends, gerontology best practices, and intergovernmental service delivery models for older adults.
·Familiarity with strategic planning, program design, and contract oversight.
·Demonstrated ability to lead new initiatives and build effective teams and systems from the ground up.
·Understanding of local government operations, procurement, and budgeting.
·Excellent communication, facilitation, and stakeholder engagement skills.
·Competency in data analysis, outcomes reporting, and equity-centered evaluation practices.
·Ability to develop and lead cross-sector collaborations in service of older adult wellness.
·Use of inclusive community engagement practices to develop aging-related plans, programs, and policies that center the voices of those most impacted by aging. Leverages the lived experiences and leadership of older adults, caregivers, and community stakeholders, and ensures meaningful participation from diverse racial, cultural, geographic, and socioeconomic communities throughout all phases of planning and implementation.
·Performing professional level planning work, including project development and implementation with experience cultivating transparent and accountable systems and processes to reach goals.
·Principles and practices of public administration; including the functions of elected and policy-making Boards and Commissions and responsibilities of various types of governments as they pertain to human services and aging.
·Building and maintaining effective and trusting relationships with key stakeholders and decision makers.
·Skill in managing a high-performing staff, conducting public presentations, and interfacing with elected officials and community leaders.
·Research, analysis, and evaluation of programs, policies, and procedures.
·Strong analytical, organizational, and time management skills.
·Proficiency in Microsoft Office Suite; experience with database systems preferred.
LICENSES / CERTIFICATIONS ·Possession of a valid driver’s license is required.
·Membership in professional organizations in aging, public health, or social services is preferred.
PHYSICAL DEMANDS Duties require sufficient mobility to work in an office setting, attend community events and meetings, and perform light travel across the county. Must be able to use standard office equipment including a computer, and communicate effectively in person, by phone, and digitally.

EDUCATION Bachelor’s degree or equivalent from an accredited college or university in public administration, gerontology, public health, social work, or a related field is required. A master’s degree in these or a related field is preferred.
EXPERIENCE A minimum of five (5) years of progressively responsible leadership experience in human services, aging services, or nonprofit/government program administration is required, including at least two (2) years in a formal supervisory or program leadership role. Additional professional experience working in a local governmental setting is preferred.
Prior experience overseeing contracts, budgets, and strategic initiatives in a governmental or philanthropic environment is strongly preferred.
