Position Summary: The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in elementary schools, Pre-K Centers, and New York City Public Schools (NYCPS) contracted settings included in Community Based Organizations (CBO) and through Family Child Care (FCC) programs. DECE provides families with access to high-quality early childhood options, for children birth to five, in rich diverse settings, supporting children’s growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured and supported.
New York City is committed to creating a strong continuum of early care and education from birth through five-years-old. To achieve this goal, the City has integrated all contracted early care and education for children from 6 weeks to 5 years old into DECE, with the goal of creating a strong, seamless system of support and services for New York City’s youngest children and their families. Family Child Care Networks (FCCN) are an integral part of the contracted care system. On average, there are anywhere from 1,500 to 1,700 providers in the system, connected to one of 49 FCCNs. The majority of children enrolled in FCCNs receive care in group family day care settings – DOHMH home-based licensed care for 7-16 children. There are currently over 7,500 children in FCCNs, and infants and toddlers comprise the majority of children in this form of care. The person hired into this role will develop an FCCN strategy, oversee the planning and implementation of curricula, coaching supports, and professional learning for FCCN staff and affiliated family child care providers.
The Director will lead engagement with key internal and external stakeholders and advocates. Additionally, the Director will make strategic policy decisions on how to best meet the needs of Family Child Care Networks and providers and manage a team of individuals to implement this support. Performs related work.

Direct Reports: Family Child Care Managers and other staff as assigned
Key Relationships: FCCN leadership, DECE Senior Leadership, other DECE Central Teams, DECE Field Offices, other central offices, Community Based Organizations (CBOs), UFT and Administration for Children’s Services staff.
Responsibilities
Policy and Strategy Development
·Works with the Chief of Capacity Building and Family Engagement to set DECE’s overall vision and strategy for the Family Child Care Network sector citywide, including negotiating with New York State and labor unions representing FCCN workers.
·Develops strategy for, and oversees implementation of a coordinated approach to instructional, mental health & wellness, and operational support for the venues that support the birth – three age group
·Designs a system-wide strategy for integration and support of Family Child Care Networks, and makes key policy decisions regarding FCCNs and any related pilots, in collaboration with the Senior Executive Director.
·Manages relationships with Family Child Care Networks to ensure that all program leaders are involved in planning processes, aware of new policies and initiatives, and able to raise questions and provide feedback.
·Designs and implements strategic approach for the implementation of a high quality FCCN system within DECE.
·Provides policy-level expertise, based on the needs of FCCNs for appropriate implementation of management systems, leadership development, pedagogical and curricula structures & supports, coaching, and professional learning.
·Develops accountability protocols that will be standardized across networks for implementation management, coaching supports, and professional learning models.
·Builds a collaborative, open, high-achieving team culture focused on developing strong relationships with programs and getting results.
·Collaborates with internal and external stakeholders on the development of materials that align with the Division of Early Childhood vision for birth-5 programming.
·Prepares presentations for the Deputy Chancellor, City Hall, and other key internal and external constituents regarding transition efforts.
·Researches and presents best practices with an understanding of the regulatory frame for Family Child Care services in NYC.
Team Governance, Leadership and Communications
·Oversees a team of people who manage engagement efforts with Family Child Care Networks, policy experts, advocates, and researchers related to Family Child Care support.
·Provides leadership, direction, counsel, and support in a broad range of strategic, managerial, logistical, and administrative areas.
·Supports leadership capacity building efforts for resource optimization, strategic staffing, and effective operational practices that drive program achievement.
Implementation
·Designs strategic approach to policy and operational decisions and leads a team that works with internal program offices and City agencies to meet project timelines.
·Leads team that creates new policies related to Family Child Care Networks for inclusion in policy handbook.
·Leads team that provides direct support to Family Child Care Networks and their providers, including implementation of professional learning opportunities and training for staff.
·Develops a performance management system to evaluate staff and provide support and resources as needed.
·Works with the DECE team to ensure all program components, developmentally appropriate standards-based instruction, health, social services, continuity, community/parent involvement, and professional development are implemented according to contract.
Qualification Requirements:
Minimum
1.A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
2.A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “ 1 ” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
3.A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “ 1 ” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
4.Education and/or experience equivalent to “ 1 ”, “ 2 ”, or “ 3 ” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.
Preferred
·MA, MBA, or MPA degree.
·Knowledge of word processing software, spreadsheets, and databases.

Salary : $130,151 - $145,000
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
