Position Information
The California State University, Office of the Chancellor, is seeking a Director, CSU Policy Library to manage the design, publication, and dissemination of CSU Systemwide and Chancellor's Office policies, collaborating with university executives and review committees to integrate community feedback. The role includes directing policy implementation, delivering training sessions for campus and Chancellor’s Office employees, overseeing daily operations of the CSU Policy Library Office, and managing administrative functions such as budgeting and personnel management. In addition to managing CSU Policies, the Policy Director also manages other compliance documents, including but not limited to Auxiliary Organization Operating Agreements. The position also involves coordinating with various departments to maintain the Auxiliary Organizations section of the Calstate.edu website. Additionally, the Policy Director serves as the system administrator for policy software, partners in policy development and alignment with accreditation standards, and ensures the publication of policies and operating agreements on the CSU website.
This position is approved for telecommuting (two days telecommuting, three days in office (in-person)) with onsite work at the main headquarters located in Long Beach, California.
Responsibilities
Under the general direction of the Chief Compliance Officer , the Director, CSU Policy Library will:
-Oversee and manage the design, publication, and dissemination of CSU Systemwide and Chancellor's Office policies.
-Collaborate with university executives, administrators, and review committees to integrate feedback from the university community.
-Direct the implementation of policy additions, revisions, clarifications, and formatting across all policies.
-Develop and deliver training sessions for campus employees on policy searching and for Chancellor’s Office employees on searching, creating, editing, and approving policies.
-Ensure consistency in policy application by identifying, promoting, and implementing best practices for effective policies.
-Oversee daily operations of the CSU Policy Library department, ensuring timely publication of policy updates.
-Address inquiries related to systemwide, Chancellor's Office, law enforcement policies, and auxiliary organizations.
-Manage administrative functions, including personnel management, budgeting, purchasing, human resources, and financial transactions.
-Serve as the primary system administrator for PolicyStat and Lexipol software.
-Oversee the management and maintenance of the Policy Library listserv using Lyris.
-Oversee and manage the development, review, and administration of CSU systemwide law enforcement policies.
-Collaborate with the CSU Council of Police Chiefs to align systemwide law enforcement policies with IACLEA standards, supporting accreditation efforts.
-Ensure the publication and updating of CSU law enforcement policy manual on the calstate.edu website.
-Review operating agreements to ensure alignment with current policies and statutory regulations and coordinate their execution and amendments.
-Maintain the Auxiliary Organizations section of the calstate.edu website.
-Collaborate with University Advancement, Financial Services, and the Auxiliary Organizations Association (AOA) as required.
-Proactively identify concerns and escalate them to the appropriate personnel or department as needed for resolution.
-Support related special projects and systemwide initiatives.
Qualifications
This position requires:
-Bachelor's degree or equivalent combination of education and experience in a related area is required.
-A minimum of five years’ experience that can be demonstrated to be applicable to the duties listed above.
-Knowledge of and skill in the development of institutional policies and procedures documentation applicable to public sector higher education.
-Strong interpersonal abilities and written and oral communication skills.
-Ability to work effectively with a wide range of constituencies in a diverse community at all levels of the organization.
-Advanced analytical, evaluative, and objective critical thinking skills and the ability to effectively summarize and present information.
-Ability to draw conclusions and make recommendations based on research data and findings.
-Skilled in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
-Excellent organizational, multi-tasking, and time-management skills.
