Job Title: Director of Capital Budget
The Director of Capital Budget will serve within the Division of Budget and Capital Program Management. The candidate will be responsible for managing the preparation, maintenance, and tracking of the agency's $33 billion Ten-Year Capital Plan. This role involves directing a staff of 6 professionals, administrative, and clerical personnel, and overseeing all duties related to capital budgeting.
Key responsibilities include:
- Preparing Capital Commitment Plan updates three times per year, including revising cost estimates and schedules for all agency projects in FMS.
- Updating the Ten-Year Capital Plan bi-annually.
- Managing and overseeing all certificate-to-proceed requests for agency projects and obtaining OMB approvals.
- Preparing tracking reports and updates for managers, the Commissioner, and executive staff on the capital budget and funding for individual programs.
- Collaborating with DOT operational division personnel to understand agency programs and oversee staff performing similar functions.
- Serving as liaison to OMB and other agencies' budget offices for funding requests and administration.
- Performing other related duties as directed by the Executive Director for Budget Administration.
- Overseeing the Capital Budget Unit staff and performing managerial duties.
The ideal candidate will possess excellent communication skills and strong knowledge of the City's capital budgeting process. Familiarity with DOT is a plus.
Minimum Qualifications
- A master's degree in a relevant field and two years of professional experience in budget or financial administration, with at least 18 months in a managerial or supervisory capacity, supervising professional staff.
- Or a baccalaureate degree and four years of relevant professional experience, including 18 months in a managerial or supervisory role.
